Police recorded religiously motivated hate crime has increased in recent years despite a backdrop of a longer-term downward trend in the experience of hate crime overall according to the Crime Survey of England and Wales. We know that there have been trigger events for increases in hate crime, such as the EU Referendum and the terror attacks in 2017, though data shows that these have been temporary. A considerable driver for this overall increase is general improvements in police recording, and through our work with the National Police Chiefs’ Council and third party services such as the Community Security Trust and Tell MAMA, police are better at identifying whether a crime is a hate crime and victims may be more willing to come forward.

The Government has a comprehensive plan to tackle hate crime in all its forms, as set out in the refreshed Hate Crime Action Plan published in October 2018, which sets out a programme of work across Government and by the police.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4053", "label" : {"_value" : "Biography information for Mrs Heather Wheeler"} } , "answeringMemberConstituency" : {"_value" : "South Derbyshire"} , "answeringMemberPrinted" : {"_value" : "Mrs Heather Wheeler"} , "dateOfAnswer" : {"_value" : "2019-04-29", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-04-29T16:40:32.563Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-04-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Religious Hatred"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what assessment his Department has made of the reasons for the 415 per cent increase in religious hate crimes recorded by the police in England and Wales since 2011-12.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4425", "label" : {"_value" : "Biography information for Jo Stevens"} } , "tablingMemberConstituency" : {"_value" : "Cardiff Central"} , "tablingMemberPrinted" : [{"_value" : "Jo Stevens"} ], "uin" : "247111"} , {"_about" : "http://data.parliament.uk/resources/1121358", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1121358/answer", "answerText" : {"_value" : "

We know that security of tenure is a concern for many in the private rented sector. That is why we have announced that the government will end so-called ‘no fault’ evictions by abolishing Section 21 of the Housing Act 1988. The government will shortly launch a new consultation on proposals to remove the ability of landlords to use ‘no fault’ evictions under Section 21 of the Housing Act 1988.

The government’s proposed measures will provide greater certainty for tenants and make the housing market fit for the 21st century. This will provide support to all tenants, including older renters, giving them the security and stability they need to make a place truly feel like home without the fear of being evicted at a moments’ notice.

Police recorded hate crime across all strands, including those targeting Muslims, has increased despite a backdrop of a longer-term downward trend in the experience of hate crime overall according to the Crime Survey of England and Wales. We are clear that Britain leaving the EU cannot be a reason to target groups or individuals because of their faith or background. We will not tolerate efforts to create division in our communities, against EU citizens or people of any other race, faith or background.

The Government has committed to ensuring that freeholders who pay charges for the maintenance of communal areas and facilities on a private or mixed tenure estate can access equivalent rights as leaseholders to challenge their reasonableness.

We intend to create a new statutory regime for freeholders based on the leaseholder rights contained in the Landlord and Tenant Act 1985. This will ensure maintenance charges must be reasonably incurred and services provided are of an acceptable standard. We will provide freeholders with the ability to challenge the reasonableness of the charges they are required to pay towards the maintenance of communal areas and facilities at the First-tier Tribunal. We are also considering whether freeholders should have a right to change the provider of maintenance services by applying to the tribunal for the appointment of a new manager. We will bring forward legislation as soon as Parliamentary time allows.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4053", "label" : {"_value" : "Biography information for Mrs Heather Wheeler"} } , "answeringMemberConstituency" : {"_value" : "South Derbyshire"} , "answeringMemberPrinted" : {"_value" : "Mrs Heather Wheeler"} , "dateOfAnswer" : {"_value" : "2019-04-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-04-15T09:38:02.21Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-04-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "First-tier Tribunal: Freehold"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, if he will make it his policy to enable freeholders to access First Tier Tribunals (property chamber); and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/253", "label" : {"_value" : "Biography information for Mr Laurence Robertson"} } , "tablingMemberConstituency" : {"_value" : "Tewkesbury"} , "tablingMemberPrinted" : [{"_value" : "Mr Laurence Robertson"} ], "uin" : "242679"} , {"_about" : "http://data.parliament.uk/resources/1110197", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1110197/answer", "answerText" : {"_value" : "

We believe the key to improving affordability for tenants is to build more homes for rent. Institutional investment in purpose-built privately rented homes is increasing, with over 29,000 homes delivered since 2012, and around 110,000 in the pipeline. We supported the Build to Rent sector with a £3.5 billion Private Rented Sector Guarantee Scheme and changes to the National Planning Policy Framework.

We are also committed to making housing for rent more affordable now. This includes:
