We believe that meaningful political dialogue, taken forward by Hong Kong under its high degree of autonomy, is the best way to resolve the current impasse. It is important that the basic freedoms enshrined in the Sino-British Joint Declaration are maintained.

The Sino-British Joint Declaration is a legally binding treaty, registered with the UN, that remains in force. The UK, as a co-signatory, has an obligation to monitor its implementation closely, and we are committed to doing so.

In his discussion with Chinese State Councillor and Foreign Minister Wang Yi on 31 July, the Foreign Secretary raised Hong Kong, including the importance of upholding the ‘One Country, Two Systems’ framework, which is set out in the Joint Declaration.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4053", "label" : {"_value" : "Biography information for Mrs Heather Wheeler"} } , "answeringMemberConstituency" : {"_value" : "South Derbyshire"} , "answeringMemberPrinted" : {"_value" : "Mrs Heather Wheeler"} , "dateOfAnswer" : {"_value" : "2019-09-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-09-05T13:49:06.397Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2019-09-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Sino-British Joint Declaration"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking to uphold the 1984 Sino-British Joint Declaration; and whether he will support sanctions against persons and institutions that are involved in undermining freedom in Hong Kong.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1436", "label" : {"_value" : "Biography information for Paul Farrelly"} } , "tablingMemberConstituency" : {"_value" : "Newcastle-under-Lyme"} , "tablingMemberPrinted" : [{"_value" : "Paul Farrelly"} ], "uin" : "284371"} , {"_about" : "http://data.parliament.uk/resources/1143600", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1143600/answer", "answerText" : {"_value" : "

Since August 2017, Ministers and senior officials have repeatedly made clear to the Government of Myanmar in Naypyidaw and its Ambassador in London that any relocation of refugees must be safe, voluntary, dignified and meet international humanitarian principles and standards. We agree with the UN High Commissioner for Refugees that the current conditions for such repatriation do not yet exist in Rakhine. There is ongoing fighting between the Myanmar military and ethnic Rakhine separatists, the Arakan Army. The UK is the second largest bilateral donor of aid in Myanmar, and the largest in Rakhine State where 600,000 Rohingya remain.
