The Department welcomes commercial investment in UK digital infrastructure such as Virgin Media\u2019s Project Lightning and is working to encourage further investment through policies and funding. These include Business Rates Relief for fibre investment and the £200m Local Full Fibre Networks programme to fund locally-led projects that leverage commercial investment in full fibre broadband connections. For alternative network providers, £400 million of public funding has also been made available for fibre connectivity through the Digital Infrastructure Investment Fund, which will unlock approximately £1 billion of private investment.<\/p>

The Consumer Green Paper was published on 11 April. It seeks views on how to ensure that modern consumer markets work for all, both now and in the future, including in the telecoms sector. Government will consider the responses to the Consumer Green Paper and, working with independent regulators including Ofcom, will publish a response detailing how they plan to further protect customers.<\/p>

Currently, the Unfair Terms in Consumer Contracts Regulations 1999 protect broadband consumers when they enter into contracts with a provider. Ofcom has the power to investigate communicate providers' compliance.<\/del><\/p>

Currently, contracts entered into on or after 1 October 2015 are covered by the unfair terms in consumer contracts protections in the Consumer Rights Act 2015. There are also protections under Ofcom rules (GC9.3) to ensure that conditions or procedures for contract termination do not act as a disincentive against changing provider. The superfast broadband rollout is planned for Harewood under an extension of our current Contract 2 deployment programme with our partner, Openreach. This has been delayed due to a number of technical issues but we are expecting these to be resolved very soon.<\/p>

From March 2019, Ofcom will require providers to tell customers \u2018minimum guaranteed speed\u2019 and \u2018more realistic speed\u2019 estimates for peak times. If a customer's broadband speed falls below the minimum guaranteed speed, the provider will have a month to improve speed, after which customers will have the right to exit their contract without paying a penalty.<\/p>

We are determined to crackdown on unacceptable behaviour in the online ticketing market, whilst ensuring there are no unintentional consequences for the operations of the events sector.<\/p>

<\/strong><\/p>

The Digital Economy Act 2017 provides the power to create a specific offence, where tickets are purchased electronically, of purchasing more tickets than the maximum permitted, to address concerns over large scale automated ticket reselling. We intend to enact this power via secondary legislation later this year, and will be monitoring its effectiveness once enacted. This measure is in addition to existing measures in the Consumer Rights Act 2015 relating to the information about tickets offered for sale on the secondary market, along with the additional requirement also contained in the Digital Economy Act for ticket sellers to provide a unique ticket number when re-selling a ticket, where one has originally been given.<\/p>

<\/strong><\/p>

We recognise that Government can\u2019t act alone in addressing this issue, and that the ticketing industry, regulatory bodies, and online platforms need to take actions themselves. We welcome the action taken earlier this month by the Advertising Standards Authority against four of the main operators in the secondary ticketing sector banning the misleading presentation of pricing information on their websites, which we hope will help improve transparency in the market and help consumers find legitimate official ticketing sites.<\/p>

<\/strong><\/p>

The measures set out above, together with the ongoing enforcement work of the National Trading Standards and the Competition and Markets Authority, and industry\u2019s own initiatives should go a long way to reducing people\u2019s frustrations at the way the ticketing market works.<\/p>

We are determined to crackdown on unacceptable behaviour in the online ticketing market, whilst ensuring there are no unintentional consequences for the operations of the events sector.<\/p>

<\/strong><\/p>

The Digital Economy Act 2017 provides the power to create a specific offence, where tickets are purchased electronically, of purchasing more tickets than the maximum permitted, to address concerns over large scale automated ticket reselling. We intend to enact this power via secondary legislation later this year, and will be monitoring its effectiveness once enacted. This measure is in addition to existing measures in the Consumer Rights Act 2015 relating to the information about tickets offered for sale on the secondary market, along with the additional requirement also contained in the Digital Economy Act for ticket sellers to provide a unique ticket number when re-selling a ticket, where one has originally been given.<\/p>

<\/strong><\/p>

We recognise that Government can\u2019t act alone in addressing this issue, and that the ticketing industry, regulatory bodies, and online platforms need to take actions themselves. We welcome the action taken earlier this month by the Advertising Standards Authority against four of the main operators in the secondary ticketing sector banning the misleading presentation of pricing information on their websites, which we hope will help improve transparency in the market and help consumers find legitimate official ticketing sites.<\/p>

<\/strong><\/p>

The measures set out above, together with the ongoing enforcement work of the National Trading Standards and the Competition and Markets Authority, and industry\u2019s own initiatives should go a long way to reducing people\u2019s frustrations at the way the ticketing market works.<\/p>
