In 2019, the Government made a manifesto commitment to maintain the current annual budget to farmers. This was honoured in the 2021/22 Spending Review.<\/p>

To support the development of Environmental Land Management (ELM), the Government is undertaking a number of tests and trials, working with farmers and land managers to co-design the new schemes. These tests and trials will help us to assess how the scheme could work in a real life environment. Three of our tests and trials look at issues concerning access.<\/p>

1. The Trails Trust, How to incentivise green infrastructure access and biodiversity creation<\/em><\/strong><\/p>

<\/em><\/strong><\/p>

The Trails Trust will work with 50 farmers and land managers in the Mendip Hills Area of Outstanding Natural Beauty (AONB) to explore the barriers and potential solutions to creating, upgrading and maintaining infrastructure networks. The test will look at the willingness of farmers and land managers to create, enhance and maintain access across different acreages and land uses. The test will also explore the valuation of incentives that landowners would require to implement access rights along specified routes. The test is due to conclude at the end of June 2021.<\/p>

2. Kent Downs AONB, Enhancing access opportunities<\/em>, as part of the NAAONBs (National Association of AONBs) submission<\/strong><\/p>

<\/strong><\/p>

This proposal was submitted by the NAAONB on behalf of 12 individual AONBs, one of which included the Kent Downs AONB. The Kent Downs AONB\u2019s test is working with two farmers/land manager groups to identify the barriers to access to landscapes and nature and co-develop a template of practical ways through which ELM can support better and more diverse access. Local trusted experts will work with farmers and land managers and their representative organisations to explore existing best practice; experts in access health and wellbeing will be involved to assess benefits and barriers. The test is due to complete by March 2021.<\/p>

3. South Downs National Park Authority, South Downs and the Land App<\/em><\/strong><\/p>

<\/strong><\/p>

South Downs National Park Authority is working with the Land App, a GIS mapping system developed for farmers, to collate maps and data about their holding in one user-friendly place. The proposal will work with farmers from the South Downs farm clusters and use the Land App and the data it holds to evaluate and plan the delivery of public goods at a landscape (cluster or part cluster) scale. This includes working with the Winchester Downs Cluster group who will focus on public access issues and opportunities. Defra has been working closely with all farming sectors on the impacts of the wet weather experienced over the autumn and winter.<\/p>

<\/p>

In recognition of the difficulties caused to farmers by flooding, Defra has made a total of £4 million available to eligible farmers through the Farming Recovery Fund. In August Defra announced up to £2 million available for farming businesses in Wainfleet and North Yorkshire that were particularly hard-hit by flooding, and in November 2019, Defra announced that it would extend the scheme to cover those impacted by the November flooding with a further £2 million. Assistance is provided to cover non-insurable items and activities such as re-cultivation, reseeding, reinstating field boundaries and removing debris from agricultural land.<\/p>

<\/p>

During the current six year capital investment programme (from April 2015 to March 2021) the Government is investing a record £2.6 billion in over 1,000 flood defences schemes which will better protect 300,000 homes and an additional 700,000 acres (285,000 hectares) of agricultural land, helping to avoid more than £1.5 billion worth of direct economic damages to agricultural land.<\/p>

<\/p>

In terms of the wider impact of the wet weather on farmers, Defra is continuing to observe price movements and other market information. For example, we will give close attention to the results of the Early Bird Survey, which the Agriculture and Horticulture Development Board is rerunning to take account of the impact of the wet weather on winter cereal plantings.<\/p>

<\/p>

In the Agriculture Bill introduced in the previous session, broadly similar powers were conferred on the Welsh Ministers as on the Secretary of State for England. This was done at the request of the Welsh Ministers and included the powers in clause 11. This means that the Welsh Ministers would have powers to modify retained EU legislation relating to the financing, management and monitoring of Common Agricultural Policy schemes.<\/p>

On CS 2018, 95% of eligible claimants received an advance payment by early April; 30% of eligible claims have received their final payment and we expect to pay 95% of eligible claims by August 2019.<\/p>

On ES, around 92% of 2017 eligible claims have now received a payment and we are on track to complete 95% by the end of July 2019. Just over 52% of 2018 eligible claimants have received their advance payment and just under 21% have received their final payment.<\/p>
