Our close relationship with Saudi Arabia allows us to raise our concerns about human rights, including on political detainees and use of the death penalty, in private and in public. The Prime Minister addressed the issue of women's rights and further developments needed in that area in his recent discussions with the Crown Prince.<\/p>

The UK strongly opposes the death penalty in all countries and in all circumstances, as a matter of principle. This is especially the case for juveniles and for crimes other than the most serious. The Minister for the Middle East and North Africa raised the death penalty with Dr Awwad al Awwad, President of Saudi Arabia's Human Rights Commission, during his virtual visit in July. I raised the death penalty in a call with Dr Awwad in June.<\/p>

We have consistently raised concerns over the continued detention of women's rights defenders at senior levels with the Saudi authorities. The UK signed a statement at the UN Human Rights Council on 15 September, calling for the release of women's rights defenders. I raised women's rights defenders during my call with Dr Awwad in June. The Minister for the Middle East most recently raised the women's rights defenders' cases with the Saudi Ambassador to the UK on 16 November.<\/p>

We remain deeply concerned about the human rights situation in Yemen, which is a human rights priority country for the UK. The UK has consistently called for women in Saudi Arabia to be able to participate fully in society. We welcome recent positive developments, including the reforms meaning that women no longer require a male guardian's permission to attend university, leave the country, get a job, or register divorce. The World Bank's "Women, Business, and the Law 2020" report recognises Saudi Arabia's efforts to advance women's economic participation within the Kingdom. However, women's rights still fall short of international standards. The UK will participate in the G20 Summit, which is likely to focus on health, the global economic recovery and wider global challenges (including climate change, trade and development). It is a key part of international planning for a sustainable recovery from coronavirus. As current G20 President, Saudi Arabia will play a vital role in coordinating the global health and economic response. We hope that the international platform provided by the G20 Presidency encourages continued progress on domestic reforms.<\/p>

Our close relationship with Saudi Arabia allows us to raise our concerns about human rights, including on political detainees, in private and in public. We have expressed significant concerns about reports of continuing arrests and arbitrary detentions in Saudi Arabia. We raise concerns about individual cases regularly, using a range of Ministerial and diplomatic channels, including our Embassy in Riyadh. The Prime Minister and Foreign Secretary raised human rights during the Crown Prince's visit. We raise our concerns at all levels and at all appropriate opportunities, including through our Ambassador, Embassy staff and through the EU. The UK has raised the issues of the sentences imposed on human rights defenders in Saudi Arabia and the use of the Special Criminal Court (SCC) to prosecute activists. HMA Riyadh raised this issue in January, February and March of this year with the Saudi Authorities. Representatives of our Embassy in Riyadh attend all trials of activists at the SCC that they are permitted to by the authorities.<\/p>

Our starting point for engagement on human rights with all countries is based on what is practical, realistic and achievable, and we will always be ready to speak out as a matter of principle. We regularly and robustly raise human rights cases with Saudi Arabia, including through the Foreign and Commonwealth Office's Annual Human Rights Report in which Saudi Arabia is listed as a Human Rights Priority Country due to the death penalty, women's rights and the restrictions on freedom of expression and belief.
