Government recently announced an investment of £5.4 billion across three years to deliver funding and system reform to adult social care. This will end the risk of unpredictable care costs through charging reform and enable local authorities to move towards paying providers a fair rate for care. It also includes at least £500 million of funding to support the adult social care workforce to professionalise, develop, and access mental health and wellbeing resources.<\/p>

This is in addition to the support provided through the social care precept and other government grants including the Social Care Grant. There is a statutory requirement for the annual reports and accounts of the financial services regulators (the Financial Conduct Authority, the Bank of England, and the Payment Systems Regulator) to be laid in Parliament by the Treasury. The regulators\u2019 accounts are examined and audited by an independent auditor before they are provided to the Treasury.<\/p>

A non-departmental public body is required to submit to their sponsoring department, on an annual basis, an annual report and audited accounts prepared in accordance with the relevant statutes and guidelines. The annual report and accounts provide the sponsoring department with the financial and non-financial performance of the non-departmental public body. In addition, they will state if the non-departmental public body has met key performance indicators as set out in their business and corporate plans. The report and accounts are laid in Parliament and made available on the non-departmental public body\u2019s website.<\/p>

We made a Manifesto commitment to improve the quality of evidence within Government about the types of barriers people face.<\/p>

To deliver that promise, in December, The Secretary of State for Women and Equalities launched the Government\u2019s equality data programme. That programme will consider socio-economic background and geography alongside factors such as sex, ethnicity and sexual orientation to enable us to understand where individuals are being held back across the UK.<\/p>

A world-class education system that works for everyone is the surest way to spread opportunity across the country. That is why we are investing over £7 billion more in our schools by 2022-23 than in 2019-20, plus additional funding to cover pension costs. This means schools around the country can continue to raise standards to give all children the skills and knowledge they need to succeed. On 12 November, the Government published the summary of responses to the recent consultation on the detailed design and implementation of the Plastic Packaging Tax. This included confirming the consultation proposal to include all bio-based, biodegradable and compostable plastic packaging in the scope of the tax.<\/p>

<\/p>

As set out in the summary of responses to the consultation, the Government believes that alternative plastics can play a role in addressing plastic waste if used in the right circumstances. However, further evidence is needed on the impact of widespread adoption of such materials, and it is right to include them within scope of the tax at this stage.<\/p>

In their report on Plastic Food and Drink Packaging, published 12 November 2019, the Committee for Environment, Food and Rural Affairs stated they did not support a general increase in the use of industrially compostable packaging at this stage.<\/p>

As part of the Bioeconomy Strategy, the Government is working with industry and the research community to better understand the impact of using bio-based, biodegradable and compostable plastics.
