Air Passenger Duty (APD) is the UK's principal tax on the aviation sector. There are different rates according to a passenger's class of travel and the distance of their journey. The tax raised £3.18 billion in 2022/23 and its primary objective is to ensure that airlines make a fair contribution to the public finances.<\/p>

The APD Higher rate applies to larger and more luxurious private and business jets, which are 20 tonnes or more and equipped to carry fewer than 19 passengers. Since APD applies on a per-passenger basis, HMRC does not collect information on the number of flights by private and business jets.<\/p>

The government recognises the benefits of community-led housing. The sector receives support through the £11.5 billion Affordable Homes Programme (AHP) 2021-26, through which groups - or their partner organisations - registered as providers of social housing may apply for capital grants to support affordable housing. The document \u2018Greening Finance: A Roadmap to Sustainable Investing\u2019 sets out the Government\u2019s plan to introduce coordinated Sustainability Disclosure Requirements (SDR) across the economy.<\/p>

<\/p>

As set out in the Roadmap, the Government intends to green the financial system in phases. The first is informing investors and consumers \u2013 addressing the information gaps in the market and ensuring a flow of decision-useful information on sustainability factors from corporates to financial market participants. This is the main aim of SDR: to increase transparency for market participants to ensure they have the information they need to factor sustainability into their investment decisions.<\/p>

<\/p>

Phase two in the Roadmap is about acting on that information. The Government recognises that cash remains an important part of daily life for millions of people across the UK, and remains committed to legislating to protect access to cash.<\/p>

From 1 July to 23 September last year, the Government held the Access to Cash Consultation on proposals for new laws to make sure people only need to travel a reasonable distance to pay in or take out cash. The Government\u2019s proposals included making the FCA the lead regulator for retail cash access. As part of this the FCA would be expected to set out reasonable access requirements for cash facilities in regulatory rules, such as the appropriateness of facilities for vulnerable users, including<\/p>

considerations such as cost for end users.<\/p>

The Government received responses to the consultation from a broad range of respondents, including individuals, businesses, and charities. The Chancellor continues to engage with G7 partners and International Financial Institutions on progressing current and future support to Ukraine. This includes a G7 Finance Ministers and Central Bank Governors meeting held on 1 March with the Ukrainian Finance Minister.<\/p>

Alongside our allies, we\u2019ve hit Russia with the most severe package of sanctions it has ever seen and our economic and humanitarian support to Ukraine now totals around £400 million. To deliver a long-term, sustainable approach to dealing with debt vulnerabilities, the UK, along with the G20 and the Paris Club, has agreed a new Common Framework for Debt Treatments beyond the DSSI. Private sector participation on at least as favourable terms as bilateral creditors is a fundamental principle of the Common Framework. We are fully focussed on implementing the Common Framework for those who have requested it and ensuring that the private sector plays its part in any debt treatments under the Framework.<\/p>

At this stage, the government is not pursuing a legislative approach that would force private creditors to participate in debt restructurings. The Money and Pensions Service (MaPS) assesses debt advice demand and makes decisions about advice provision. MaPS\u2019s statutory responsibilities include the need to consider the most vulnerable in its decision-making.<\/p>

Information on the bids received as part of MaPS\u2019 procurement process is commercially sensitive while that process is still ongoing, with it being set to conclude early in 2022. However, the procurement exercise is expected to materially increase the amount of debt advice available to people in England, and ensure services \u2013 including face-to-face provision \u2013 are built around customers\u2019 needs.
