As the birthplace of our modern railway system, the Stockton and Darlington Railway is an important part of our nation\u2019s heritage and I fully support efforts aimed at celebrating its bicentenary in 2025.<\/p>

Through their Heritage Action Zones, Historic England is funding a £700,000 programme aimed at rejuvenating and restoring the 26 mile stretch of historic railway.<\/p>

This programme will help realise the railway\u2019s potential to become a major heritage attraction and international visitor destination.<\/p>

DCMS has no Departmental plans to celebrate World Book Day in 2020 directly. However, over 90% of local authority public library services in England have expressed interest in participating in World Book Day activities. The government is committed to maintaining free entry to the permanent collections of national museums, as outlined in the 2019 manifesto.<\/p>

As culture is a devolved matter, information would not be held by my department on a UK basis. We do not hold complete information on all museums in England. However, we do hold this information for the fifteen DCMS sponsored museum groups, which encompass 40 museums and galleries. Six groups are either partly or wholly based outside of London (National Museums Liverpool, Royal Armouries, Natural History Museum, Tate, Science Museum Group, Imperial War Museums), encompassing half the total number of sponsored museum sites. As the national development agency for museums, Arts Council England collects some information about museums and their visitors. It directly funds a number of regional museums through the National Portfolio and publishes data about their visitors figures. National Portfolio museums (and, pre-2018, Major Partner Museums) have a mix of operating models with some free to enter, some charging, and some charging for special exhibitions. Furthermore, the government supports free entry to regional museums through tax incentives like the VAT 33A relief scheme, and is committed to expanding access to museums across England.<\/p>

This government is investing £500 million over five years through the new Youth Investment Fund. The fund will be used to build new youth centres, refurbish existing youth facilities, provide mobile facilities for harder to reach areas, and invest in the youth work profession and frontline services.<\/p>

Government is also funding up to £7 million this financial year through the Youth Accelerator Fund that will expand existing successful projects delivering positive activities, and address urgent needs in the youth sector. The charity UK Youth have launched a small grants programme to distribute funding to deliver extra sessions in youth clubs and youth groups across England.<\/p>

A great example of this is the Royal Shakespeare Company\u2019s increasing number of \u201crelaxed performances\u201d which make the theatre more accessible to a neurodiverse audience.<\/p>

In October 2019, the Government also announced a £250m Cultural Investment Fund (CIF) - of which £125m will be invested in regional libraries and museums across the country, helping these cultural institutions to enhance their offer and benefit every more people.<\/p>

Government\u2019s first annual report on tackling loneliness was published in January 2020. It highlighted the progress made so far across the country, including in the West Midlands.<\/p>

<\/strong><\/p>

This includes: action by frontline workers across the public sector to recognise and act on loneliness; the launch of the Let\u2019s Talk Loneliness campaign; the commitment to include measures in the Public Health Outcomes Framework so we can understand local rates of loneliness; and the announcement of an additional £4m of grant-funding, in partnership with the National Lottery Community Fund, to help frontline grassroots organisations that bring people together.<\/p>

<\/strong><\/p>

The report also highlighted the good work of the 126 projects supported through the £11.5m Building Connections Fund to bring people and communities together. 14 grants, totalling £1.2million, have been made to projects in the West Midlands. This includes grants to the Chell Area Family Action Group to appoint volunteer social isolation champions to work with the people most at risk of loneliness and to Edward\u2019s Trust to create and support a compassionate community of bereaved young people.<\/p>

The data concerning the number of youth service centres that have closed in (a) Lewisham Deptford, (b) Lewisham borough, (c) London and (d) the UK in each year since 2010 is not held by my Department.<\/p>

It is the responsibility of local authorities to allocate funding for local services, in line with local need. Individual local authorities would be best placed to advise on any changes there have been to the number of youth centres in their local area.<\/p>

The new £500m Youth Investment Fund will start in 2020/21 and run over five years. This investment will be a balance of capital and revenue funding. The capital funding will build 60 more youth centres, refurbish 360 existing centres, and 100 mobile centres for harder to reach areas across the country, which will deliver high quality services to young people.<\/p>

<\/strong><\/p>

The revenue funding will support the provision and coordination of high-quality youth services and positive activities for young people, building on the investment provided by the £7m Youth Accelerator Fund which launched on 30th January 2020.<\/p>

The Youth Investment Fund is being designed in close consultation with young people, the organisations that work with them, and other departments. We will publish further details on the design of the Youth Investment Fund in due course.<\/p>
