Bahrain remains a Foreign and Commonwealth Office human rights priority country, partly because of the use of the death penalty. Following the execution of three men in July 2019, Lord Ahmad issued a statement expressing deep concern and the UK raised the matter at the September Human Rights Council in Geneva. In addition, I called Dr Sheikh Abdullah, Bahraini Undersecretary for International Affairs following the executions, to express our disappointment. The Government of Bahrain is fully aware of the UK\u2019s clear and longstanding position; we oppose the death penalty in all circumstances and all countries.<\/p>

On British assistance, we are committed to supporting Bahrain-led reform and are confident of its positive impact across a variety of areas including building effective and accountable institutions, strengthening the rule of law, and police and justice reform. Reports that white phosphorus has been used intentionally against civilians are extremely worrying as it would be contrary to international humanitarian law. If we are to meet the ambition of Sustainable Development Goal 3 and ensure no-one is left behind, countries need to invest more public resources in health. The UK strongly supports the commitments in the United Nations Political Declaration on Universal Health Coverage. This calls on countries to increase public spending, with an emphasis on primary health care, noting World Health Organisation recommendations of an additional 1% of GDP or more. We provide technical assistance to countries as part of our health system strengthening programmes through our country offices and through funding to the World Health Organisation. The UK will step up our efforts to end preventable deaths of mothers, new-born babies and children<\/a> in the developing world by 2030. Restrictions on movement and access imposed by the Israeli authorities on Gaza have resulted in a worsening of the already poor humanitarian situation. In May, 2,206 permit applications were made to the Government of Israel to enter Israel at the Erez crossing for healthcare, with 61% approved, 8% denied and 31% delayed. In the same month, 2,426 patient companion applications were made with 47% approved, 13% denied and 40% pending. The UK regularly raises and will continue to call on the Israeli government to ease access restrictions further and for Israel and the Palestinian Authority to work together to ensure a durable solution for Gaza.
