The Government shares the public\u2019s high regard for animal welfare, and the welfare of our farmed livestock in all systems is protected by comprehensive and robust legislation. After we leave the EU we will look to strengthen our world class welfare standards as new research and evidence emerges. In England, we intend to develop publicly funded schemes for farmers to deliver animal welfare enhancements beyond our high regulatory baseline that are valued by the public, but not sufficiently rewarded by the market. We also want to provide greater transparency and certainty for consumers, so that they have a clear understanding of the animal welfare standards applying to products. The Government is keen that the welfare needs of racehorses are well met, both during their racing lives and afterwards. The British Horseracing Authority (BHA) is responsible for the safety of racehorses at British racecourses and the BHA works alongside the RSPCA and World Horse Welfare to make horseracing as safe as possible.<\/p>

<\/p>

In relation to starting stalls, the incidence of stalls fatalities is low. In 2018 there was one stalls fatality over the course of 6,591 flat races. In addition the BHA Starting Team discuss any incident which occurs in the stalls with Veterinary Officers and staff handlers to improve safety.<\/p>

<\/p>

However, both I and the BHA consider that more can be done to make horseracing safer in general which is why I have been holding regular discussions with the BHA about this. Most recently on the 14 May, I met with the BHA as well as the new independent Chair of the BHA\u2019s newly appointed Horse Welfare Board. This was a constructive meeting where the number of fatalities of racehorses was acknowledged and both sides agreed that further action is required to tackle avoidable harm and make the sport safer.<\/p>

The Board committed to doing all it can to improve welfare outcomes. Under the Animal Welfare Act 2006, Local Authorities, the Animal and Plant Health Agency and the police all have powers of entry to inspect complaints of suspected animal cruelty and to take forward prosecutions.<\/p>

It is for local authorities, such as those within the East Midlands region, to determine how to prioritise their resources as well as the number of animal inspectors they appoint under the Animal Welfare Act. Local Authorities must be able to make decisions based on local needs and resource priorities and the arrangements that work best for them.<\/p>

When the UK leaves the EU certain products, such as live animals and animal by-products will be required to enter the EU via a border inspection post. The establishment of new or extended facilities at Calais, Dunkirk and Coquelles will mean that these types of products will continue to be able to trade using the short straits trading routes.<\/p>

These facilities were approved for use if the UK left the EU at the end of March/beginning of April without a deal. Our English Tree Strategy will detail our national afforestation initiatives to help address the UK Government\u2019s commitment to net zero emissions by 2050. The consultation for the English Tree Strategy will be launched later this year. Our Tree Champion is leading our engagement with forestry, environmental and other stakeholders, to inform our development of the Strategy.<\/p>
