There is no place in our society, including within higher education (HE), for any form of sexual harassment or violence. HE providers have clear responsibilities, including under the Equality Act (2010), and should have robust policies and procedures in place to comply with the law to investigate and swiftly address reports of sexual misconduct.

All students should be able to thrive in HE, free from barriers to both their academic and personal development. The government expects providers to address barriers preventing students from having a positive experience, and to ensure they have appropriate support in place.

The government is working closely with Universities UK (UUK) and the Office for Students to support work to address sexual harassment in HE, including implementing the recommendations of the UUK Taskforce on sexual violence and harassment, published in 2016.

Since these recommendations were published, further guidance has been published on sexual misconduct in HE. This includes the Pinsent Masons guidelines on how to handle student misconduct which may constitute a criminal offence, and separate briefings from the Office for the Independent Adjudicator for Higher Education on handling disciplinary procedures relating to sexual misconduct.

The transition to a clean, low carbon economy can help give us towns and cities with cleaner air and warmer homes with lower bills, while growing our economy and supporting new jobs in growing low carbon industries.

But as our economy changes, we must make sure that this growth is inclusive, benefits people right across the UK, supporting workers as industries change and ensuring the costs as well as the benefits are shared fairly, protecting consumers, workers and businesses. That is why we have announced that HM Treasury will be conducting a review into the costs of decarbonisation, including how to achieve this transition in a way that works for households, businesses and public finances, and the implications for UK competitiveness.

Energy efficiency will help keep costs down for consumers, while supporting the decarbonisation of the housing stock towards carbon targets. The annual running costs of a Band C rated home are £650 lower than the average Band E rated home. This is why we set out our aspiration in the Clean Growth Strategy that as many homes as possible should be EPC C Band C by 2035 where practical, cost effective and affordable. Low income and vulnerable households are supported in making energy efficiency improvements under the reformed Energy Company Obligation (ECO) scheme. Eligibility for the new scheme includes around 6.7 million low income households, an increase from around 4.7 million from the previous ECO2t scheme.

Domestic energy costs are also kept down through Ecodesign regulations which improve the sustainability and energy efficiency of energy-related products and appliances, and Energy Labelling regulations which allow consumers to choose the most energy efficient products. In 2020, the Government’s current estimates show that ecodesign and energy labelling requirements will save around £100 for the average dual-fuel household on their energy bills. Going forward, we will continue to support ambitious requirements which will further minimise energy bills for households and carbon emissions.

Additionally, smart meters are already reducing how much energy consumers use and saving them money. Smart meters will support the realisation of billions of pounds of benefits to Great Britain over the next few decades, through avoiding costly network upgrades, supporting more rapid integration of electric vehicles and renewable generation, and more efficient use of the national grid system. This will ultimately lower emissions, cut costs, and give households more control.

The Government is reviewing the future energy retail market jointly with Ofgem to ensure all consumers secure a fair deal for their energy and are appropriately safeguarded in the future.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4021", "label" : {"_value" : "Biography information for Chris Skidmore"} } , "answeringMemberConstituency" : {"_value" : "Kingswood"} , "answeringMemberPrinted" : {"_value" : "Chris Skidmore"} , "dateOfAnswer" : {"_value" : "2019-07-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-18T09:08:34.373Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2019-07-15", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Energy: Prices"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps the Government is taking to ensure the affordability of domestic energy costs as the UK transitions to a carbon neutral environment by 2050.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4117", "label" : {"_value" : "Biography information for Andrea Leadsom"} } , "tablingMemberConstituency" : {"_value" : "South Northamptonshire"} , "tablingMemberPrinted" : [{"_value" : "Andrea Leadsom"} ], "uin" : "277191"} , {"_about" : "http://data.parliament.uk/resources/1139034", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1139034/answer", "answerText" : {"_value" : "

The Government is committed to working with business and others to create a UK market for sustainably sourced palm oil for households and reduce the environmental impact of palm oil production overseas.

In 2012, the Government convened an industry-led UK Roundtable on Sustainable Palm Oil. This brought together trade associations for palm oil-using sectors to improve reporting, traceability and understanding of supply chains to increase the use of certified palm oil. As a result the market share of sustainable palm oil in the UK has increased from 16% in 2010 to 75% in 2017.

Internationally, as a member of the Amsterdam Declarations Partnership, the UK is driving 100% sustainable palm oil supply chains in Europe. The UK also supports the Tropical Forest Alliance (TFA) which recently secured the Marrakesh Declaration on palm oil. The Declaration has seen seven African palm oil producing countries and major companies agree principles for responsible palm oil.

This builds on earlier Government efforts to tackle non-household use of vegetable oils such as palm oil in sectors such as biofuels, by promoting waste-derived biofuels. Two thirds of biofuels in 2017-2018 were from such wastes.

We recognise that more remains to be done and will continue to explore opportunities to improve the sustainability of palm oil production.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4021", "label" : {"_value" : "Biography information for Chris Skidmore"} } , "answeringMemberConstituency" : {"_value" : "Kingswood"} , "answeringMemberPrinted" : {"_value" : "Chris Skidmore"} , "dateOfAnswer" : {"_value" : "2019-07-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-16T14:42:53.263Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2019-07-11", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Vegetable Oils"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps his Department is taking to support businesses to develop new and more sustainable vegetation oils as a replacement for palm oil.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1436", "label" : {"_value" : "Biography information for Paul Farrelly"} } , "tablingMemberConstituency" : {"_value" : "Newcastle-under-Lyme"} , "tablingMemberPrinted" : [{"_value" : "Paul Farrelly"} ], "uin" : "276167"} , {"_about" : "http://data.parliament.uk/resources/1138451", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1138451/answer", "answerText" : {"_value" : "

Over 99% of the UK’s solar PV capacity has been deployed since May 2010, and now provides 13.5GW of renewable electricity. 13.8GW of onshore wind capacity has now also been installed in the UK, enough to power over 7.6 million UK homes. Renewable technologies have an essential part to play in meeting the 2050 net zero emissions commitment as part of a diverse energy system.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4021", "label" : {"_value" : "Biography information for Chris Skidmore"} } , "answeringMemberConstituency" : {"_value" : "Kingswood"} , "answeringMemberPrinted" : {"_value" : "Chris Skidmore"} , "dateOfAnswer" : {"_value" : "2019-07-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-16T14:43:02.363Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2019-07-11", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Renewable Energy"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the contribution that (a) rooftop solar, (b) solar farms and (c) onshore wind can make to delivering the 2050 net-zero emissions target; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4505", "label" : {"_value" : "Biography information for Peter Kyle"} } , "tablingMemberConstituency" : {"_value" : "Hove"} , "tablingMemberPrinted" : [{"_value" : "Peter Kyle"} ], "uin" : "276250"} , {"_about" : "http://data.parliament.uk/resources/1138452", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1138452/answer", "answerText" : {"_value" : "
