As seen in a report from Public Health England in 2018, there has been an increase in deaths associated with neurological conditions. The report highlights two major factors that are likely to be contributing to the increase in associated deaths; the success of the National Health Service in improving survival rates from other conditions such as heart disease and cancer, and better diagnosis and recognition of neurological conditions, a range of which are progressive and cannot be cured.<\/p>
The report provides important data in supporting commissioners and services planners to better understand the burden of disease, and services that are needed to our changing population. NHS England and NHS Improvement work to provide tailored national support which enables local commissioners and providers to drive improvement and ensure services best reflect the needs of individual communities.<\/p>

The Law Commissions of England and Wales, and Scotland, are undertaking an independent review of United Kingdom surrogacy legislation, funded by the Government. I am intending to meet with the Law Commissions\u2019 team in the spring to discuss their analysis of the consultation responses and the policy implications.<\/p>
The Government has no plans to publish any draft legislative about surrogacy of its own.<\/p>
The Government does not provide a formal Government response to the Commissions\u2019 independent consultations. Under the Government\u2019s Protocol with the Commissions we commit to providing an interim response to the recommendations within six months of publication of the report, and a full response within one year. The Law Commissions intend to publish a report, which will consider the responses received to their consultation and set out their recommendations for reform of the law, in 2021. This will be accompanied by a draft Bill.<\/p>

Abortion counselling should also be available for those women who request it. Abortions provided by independent sector abortion providers must meet the Required Standard Operating Procedures (RSOPs) set out in the Department\u2019s Procedures for the Approval of Independent Sector Places for the Termination of Pregnancy (Abortion). The RSOPs require that all women requesting an abortion should be offered the opportunity to discuss their options and choices with a trained counsellor and this offer should be regularly repeated. The long-term funding settlement will see the National Health Service in England receive increased funding of £33.9 billion in cash terms per year by the end of the five years compared to today, in a move to secure the future of the health service.<\/p>
To support their planning, NHS Blood and Transplant have been working with NHS England to model the anticipated impact of the Organ Donation (Deemed Consent) Act 2019 on the number of organs donated and transplanted across each of the transplant units in England.<\/p>
Providers have been asked to assess their capacity and capability to deliver the projected increases especially with regard to workforce, infrastructure and support services (for example theatre capacity, beds, short and long-term capacity to follow-up patients) to enable service to meet the increased demand.<\/p>

The Organ Donation (Deemed Consent) Act 2019 heralds a new system of consent for organ and tissue donation in England, known as \u2018opt-out' or \u2018deemed consent\u2019. The Government aims for the new consent arrangements to be introduced from spring 2020.<\/p>
Ahead of the new system coming into force, the Government held a 12-week public consultation to seek views on a proposed list of organs and tissues to exclude from deemed consent. The Government Response to the consultation, the accompanying regulations and a Code of Practice for healthcare professionals, prepared by the Human Tissue Authority following public consultation, will be laid in Parliament in the near future, with information about the timetable.<\/p>
To make the public fully aware of the new system of consent, NHS Blood and Transplant launched a communication campaign on behalf of Government in April 2019. Several platforms have been used since then to raise public awareness of the new system, more recently through TV and radio adverts, as well as public advertising with specific targeting of people with different backgrounds, faith and beliefs. NHS Blood and Transplant will continue to work with general practitioner (GP) practices, schools and black, Asian and minority ethnic communities to address barriers to organ donation.<\/p>"}
