Network Rail are currently in the process of implementing a change to their operational requirements that will prohibit any rolling stock from discharging effluent to the network from 31 December 2019. I have set out my response to John Varley\u2019s independent review on GOV.UK. In this I confirm that I have accepted the recommendation directed at Government and expect Network Rail to rise to the challenge of those within their area of competence.<\/p>
