We have been consistently clear that we want an early agreement on the rights of all EU citizens in the UK and UK nationals in the EU, on a reciprocal basis - of course, this includes non-UK EU nationals currently working in the Civil Service in the UK, to whom fall under this agreement.<\/p>

As part of our work preparing to make a success of our departure from the European Union, we are carrying out a broad range of sectoral analysis, in including agriculture, as you would expect a responsible Government to do.<\/p>

Leaving the EU presents a major opportunity for UK agriculture. The Agriculture Bill will provide stability to farmers as we leave the EU. It will support our farmers to compete domestically and on the global market, allowing us to grow, sell and export more great British food. HMG has held numerous meetings with the business community since the Referendum in June last year. This has included over 350 individual meetings, roundtables and other types of engagement with sectors across the economy and in every region of the UK. Engagement with business has included discussions on a wide range of issues.<\/p>

A cross-government Business Advisory Group, consisting of the five main business representative organisations, has also been established to ensure business is not only heard but is influential throughout the negotiations. The UK Government is committed to making the UK the best place in the world to do business and ministers from across Government have carried out extensive engagement on EU exit - with businesses and industry bodies from all sectors of the economy and all regions of the UK.<\/p>

<\/strong><\/p>

To make the UK the best place to do business means fostering a high quality, stable and predictable regulatory environment. This means the Withdrawal Bill will, so far as possible, maintain the status quo in this regard and provide a good starting point for a deep and special partnership with the EU. Through the Withdrawal Agreement and Implementation Bill we will legislate for the Implementation Period. As the PM said in her Florence speech, the framework for this strictly time-limited period, which can be agreed under Article 50, would be the existing structure of EU rules and regulations.<\/p>

<\/strong><\/p>

With regards to the future regulatory relationship this is subject to negotiations, but as the PM set out this should be straightforward in areas where regulation is outside the scope of our trade and economic relations. But there will be areas which do affect our economic relations where we and our European friends may have different goals; or where we share the same goals but want to achieve them through different means. This is where we recognise that the single market is built on a balance of rights and obligations, and so our task is to find a new framework that allows for a close economic partnership but holds those rights and obligations in a new and different balance.<\/p>

The Government have committed to providing business and the wider public with as much information as possible without undermining the national interest. We are achieving this through regular engagement with businesses and stakeholders at both a ministerial and official level across Whitehall.<\/p>

The Department for Exiting the European Union, working with officials across government, continues to undertake a wide range of analysis to support progress in the negotiations. However, this analysis is not, and nor has it ever been, a series of impact assessments examining the quantitative impact of Brexit on each sector.

The House has previously voted not to release information that would be prejudicial to our negotiating position. As the Written Ministerial Statement laid by the Department for Exiting the EU on 7 November made clear, it will take the Department, working with other departments, time to collate and bring together this information in a way that is accessible and informative for the Committee. As the Government has already made clear, we are undertaking a comprehensive programme of analytical work that will contribute to our exit negotiations, help to define our future partnership with the EU, and inform our understanding of how EU exit will affect the UK\u2019s domestic policies and frameworks.<\/p>

We have been clear that we recognise that Parliament has rights relating to the publication of documents. However, ministers also face conflicting responsibilities - such as a clear obligation not to disclose information when doing so would not be in the public interest. Anything that evaluates the impact of no deal or anything that evaluates the impact of alternative negotiation outcomes/options is negotiation sensitive and therefore will not be published.<\/p>

As the Government has made clear, when we leave the EU, we will be leaving the Single Market. The UK will not seek a model already enjoyed by other countries. European Economic Area membership would, for example, mean the UK having to adopt in future new EU rules over which we will have little influence and no vote. As such, we will not be seeking to join EFTA in order to remain party to the EEA Agreement.
