NHS England and Health Education England (HEE) are working together with the profession to increase the general practitioner (GP) workforce in England. This includes measures to boost recruitment, address the reasons why GPs are leaving the profession, and encourage GPs to return to practice.

The number of doctors entering speciality training has been increasing year on year. Last year, HEE recruited the highest number of GP trainees ever - 3,473 GP trainees against a target of 3,250, a 10% increase on 2017.

Alongside training new GPs, there is a broad offer to support GPs to remain in the National Health Service including the GP Retention Scheme, the GP Retention Fund, the GP Health Service and the Releasing Time for Care Programme. It is also now quicker and easier for GPs to return to the NHS through the National Induction and Refresher Scheme.

Kent and Medway Sustainability and Transformation Partnership (STP) has advised that the STP is organised into three training hubs which provide education and workforce strategy groups for each of the regions they cover. The training hubs have prioritised strategies in GP retention, recruitment and developing new models of care which maximise individual, cluster and locality resilience. Some of the initiative being used within the regions include encouraging GPs to develop specialism (GP with Special Interest), mentoring support for newly qualified GPs and facilitating GPs in developing a portfolio career.

Medway Clinical Commissioning Group has advised it is working with Local Care Teams to develop new ways of working, including new roles to support GPs and enhance the way they utilise technology to support practices to make the best use of GPs’ time. These new ways of working have included training administrative staff in work flow optimisation freeing up GP time.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4067", "label" : {"_value" : "Biography information for Steve Brine"} } , "answeringMemberConstituency" : {"_value" : "Winchester"} , "answeringMemberPrinted" : {"_value" : "Steve Brine"} , "dateOfAnswer" : {"_value" : "2019-01-29", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-01-29T17:28:45.717Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2019-01-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "General Practitioners: Recruitment"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what steps his Department is taking to (a) recruit and (b) retain GPs in (i) Medway, (ii) Kent and (iii) England.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3987", "label" : {"_value" : "Biography information for Rehman Chishti"} } , "tablingMemberConstituency" : {"_value" : "Gillingham and Rainham"} , "tablingMemberPrinted" : [{"_value" : "Rehman Chishti"} ], "uin" : "210537"} , {"_about" : "http://data.parliament.uk/resources/984599", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/984599/answer", "answerText" : {"_value" : "

Public Health England’s Be Clear on Cancer campaigns aim to help improve earlier diagnosis of cancer by raising awareness of the signs and symptoms of specific cancers and encouraging those with symptoms to see their doctor promptly. The decision on which cancers should be the focus of Be Clear on Cancer campaigns is informed by a steering group, whose members include primary and secondary care clinicians and key voluntary sector organisations.

A number of factors are taken into account when deciding which campaigns to develop and run, with the main criteria being the scope to save lives through earlier diagnosis and whether the cancer has a clear and specific early sign or symptom that the general public can act upon should it arise.

Nationally, access to National Health Service primary care dental services remains high. In the 24 month period ending 30 June 2018, 22.1 million adults were seen by an NHS dentist and 6.9 million children were seen by an NHS dentist in the 12 month period ending 30 June 2018.

NHS England has a legal duty to commission NHS dental services to meet the needs of the local population and to help patients who cannot find a local dentist.

The Department does not centrally hold the requested information. NHS Medway Clinical Commissioning Group has been advised by the local council that there are defibrillators located across Medway, including at the Council’s Gun Wharf Office and sports centres in Medway Park, Strood, Hoo, Splashes and The Strand. This list is not definitive.

Steps are being taken to improve access to information on public access defibrillators (PADs). The British Heart Foundation (BHF) funded a project to determine if it was feasible and affordable to establish a national database of PADs and to make this available to ambulance services; the project concluded it was feasible and the BHF has now committed the funds to make it happen, and two ambulance services are currently involved in determining the structure and function of the database.

This database will later be offered to all services once shown to be safe and effective. The principal intention is to make the data available to and controlled by ambulance services, so that PAD location information is readily available when someone makes a 999 call. The Be Clear on Cancer spend on prostate cancer is available in the following table.

Public Health England (PHE) ran a Be Clear on Cancer prostate cancer local pilot campaign from October to November 2014, specifically targeting Black African-Caribbean men, because of their significantly increased risk of developing prostate cancer compared to the general male population. The campaign included posters, print, community radio messaging, street ambassadors and public relations. All campaign materials have been made available to Prostate Cancer UK so that they can be used in any future activity.

In response to the Ten Point Plan ‘Building the Workforce ‒ the New Deal for General Practice’, clinical commissioning groups (CCGs) in Kent and Medway are responding to current workforce challenges through a system of learning hubs, termed Community Education Provider Networks (CEPNs). These are the community equivalent of hospital postgraduate medical centres and are responsible for providing an overview of the primary care workforce and its development and education.

CEPNs have prioritised a number of key areas to improve the retention of general practitioners (GPs) while at the same time maximising recruitment of new GPs. These initiatives include Hub/Place Based Education Training and Support to develop the current and future workforce allowing senior GPs to refresh their working patterns and develop educational and mentorship skills, which may prolong careers by providing varied and stimulating career opportunities. GPs are also being encouraged to develop a specialism through the GP Specialisms with those taking part in East Kent reporting greater professional satisfaction through increased variety and stimulation in their role.

NHS Medway Clinical Commissioning Group is working with local GPs through the Medway Practices Alliance to ensure the nationally mandated core requirements are in place for 100% of the Medway population by October 2018.

NHS England is responsible for commissioning breast screening services to meet programme standards including coverage. They are committed to improving coverage and reducing variation between all age groups and catchment areas.

The National Service specification for breast screening requires providers to have systems in place to ensure women who do not respond are provided with an opportunity not to miss screening. The efforts to increase the uptake include: reminders, second timed appointments, ensuring that women are invited every three years, and tailored information for women with learning difficulties.
