In the development of each national tariff, NHS England and NHS Improvement undertakes an overall assessment of the impact of proposals. While this provides an overall assessment of impact, detailed feedback on proposed prices for individual HRGs (units of healthcare) is sought from clinical Expert Working Groups (EWGs). This is to ensure that the published tariff supports clinical practice.<\/p>

For the 2017/19 tariff (set for two years), the prices for BZ91 were increased following EWG feedback. However, for the 2019/20 tariff the EWG advised that increasing the prices was no longer appropriate. The EWG felt that there had been a significant change in clinical practice since the 2017/19 prices were set, with a shift to performing minimally invasive glaucoma surgery (MIGS), which are significantly cheaper, rather than open/tube glaucoma procedures. Based on diagnosis and procedure codes entered into patient records, MIGS activity is assigned to the HRG BZ91. However, the current codes do not allow differentiation between MIGS and non-MIGS activity. This means that BZ91 covers procedures of different levels of resource use.<\/p>

NHS Improvement and NHS Employers have been leading programmes of support with trusts, working to improve the retention of the nursing workforce. A universal offer of support has been provided to all trusts, and NHS Improvement continues to provide a direct programme of support to trusts with the highest attrition rates in order to support improvements in retention.<\/p>

Strategies include targeted support on areas such as flexible working, supporting new starters and older workers, and development and career planning. NHS Improvement and NHS Employers are releasing resources and case studies to disseminate best practice models.<\/p>

The new contract for junior doctors (2016) enshrines safe working, high quality training and ensures fair pay for work done.<\/p>

We are also committed to offering improved working lives, flexible training options, and rewarding careers and conditions. On 24 June, Health Education England published \u2018Enhancing Junior Doctors\u2019 Working Lives \u2013 annual progress report 2019\u2019 and the work it has undertaken in this area. The programme includes a range of initiatives to help to retain doctors in the National Health Service, ensuring that the junior doctors who work so hard throughout their training feel supported at work. NHS England and Health Education England are working together with the medical profession to increase the general practitioner (GP) workforce and support GPs to remain in the NHS. Actions include a GP Retention Scheme, the GP Retention Fund, the GP Health Service and the Releasing Time for Care Programme.<\/p>

Action to improve NHS staff retention in Northern Ireland, Scotland and Wales is a matter for each of the devolved administrations in that country.<\/p>

The Government has no plans to reinstate the bursaries for nursing degrees in England. The tuition fee model means universities can offer more training places removing the cap that was in place under the previous centrally funded system. Eligible pre-registration nursing and midwifery students can now receive more funding than under the National Health Service bursary system through tuition fee loans and living cost support from the Student Loans Company.<\/p>

The interim People Plan published on 3 June 2019 sets out some of the steps needed to ensure the NHS have the staff they need to deliver high quality care, including growing our nursing workforce by 40,000 in the next five years.<\/p>

It is not the role of the Department to ensure the accuracy of charges made by private clinics for patient self-funded treatment. Where patients feel that they may have been incorrectly charged for treatment provided privately they should make a complaint to the private clinic concerned, or if a subscriber to its independent healthcare sector complaints adjudication service<\/p>


If a private provider provides services directly to the National Health Service it would be the responsibility of the commissioning party (clinical commissioning group or trust) to ensure that invoices for services are accurate.<\/p>

The Getting It Right First Time (GIRFT) programme aims to drive improvements in medical and surgical specialties through clinical leadership and the use of data to identify and reduce unwarranted variation in practice. By tackling variations in the way services are delivered across the National Health Service, and by sharing best practice between trusts, GIRFT identifies changes that will help improve care and patient outcomes, as well as delivering efficiencies such as the reduction of unnecessary procedures and cost savings.<\/p>

Although there are no specific plans to include haemophilia as a condition area in the GIRFT programme currently, the ambition is that GIRFT will continue to expand to other medical specialities. Currently, areas are prioritised based on opportunity for improvements in patient care, suspected degree of variation and wide strategic priorities.
