The Government is committed to protecting the privacy and data security rights of individuals, and does recognise that the potential exists for online personal information and data to be misused by organisations and agencies, including for discriminatory purposes. For this reason, stringent safeguards are in place to ensure personal data is protected and handled appropriately.<\/p>

The Data Protection Act 1998 and Article 8 of the European Convention on Human Rights impose clear legal limits on how organisations can record, store, alter, use or disclose personal data. In addition the Information Commissioners Office, the UK\u2019s independent authority for upholding information rights, provides advice to citizens, rulings on eligible complaints and can take action when the law on data privacy is broken.<\/p>

The Government is also currently working with the Information Economy Council, business groups, regulators, the third sector, and consumer bodies to develop a framework of trust and privacy principles for businesses. The Office for National Statistics regularly publishes information on the numbers of people working in different occupations in the United Kingdom. There are no plans to reform the Telephone Preference Service (TPS) itself, as research published by the Office of Communications (Ofcom) on 23 July 2014 has shown that TPS registration reduces unsolicited marketing calls by a third. Whilst also having the wider benefit of reducing all types of nuisance calls by an average of a third.<\/p>

Legislative and non-legislative measures were outlined in our Nuisance Calls Action Plan of 30 March: https://www.gov.uk/government/news/nuisance-calls-action-plan-unveiled<\/a> . The plan includes Ofcom and the communications providers\u2019 progress in enabling calls to be traced, where the calling number is withheld or deliberately disguised, as it is currently difficult for ICO and Ofcom to take action where the calling number is unknown.<\/p>

Consent and lead generation issues are also being considered by the Taskforce led by Which?, as consent can be unwittingly given to companies, resulting in calls to TPS registered consumers. We look forward to receiving the results from this Taskforce by the end of the year.<\/p>

We have additionally ensured that Ofcom can now share information with ICO with greater ease, about the conduct of companies who may be breaching the TPS by making unsolicited marketing calls. We are also soon to consult to lower the legal threshold. There are no current plans to increase the civil monetary penalty (CMP) of £500,000, introduced by us in May 2011, which the Information Commissioner\u2019s Office (ICO) can issue for a breach of the Privacy and Electronic Communication Regulations 2003 (PECR). The focus of the Department is on ensuring that the existing regulations are more effectively enforced by ICO for unsolicited nuisance marketing calls, rather than increasing ICO\u2019s CMP powers.<\/p>

No estimate has been made of the cost to museums of the change in employer contribution rates. However, the estimated average employer contribution rate will increase from its current level of 18.9% to 21.1% in April 2015. The exact impact on individual museums will vary according to their workforce composition.<\/p>

Public Sector Research Establishments (PSREs) are the responsibility of a number of Government Departments. No central guidance is issued by the Department for Business Innovation and Skills (BIS) on exploiting intellectual property rights. The approach to doing so is determined by individual PRSEs in consultation with their sponsoring department where appropriate.<\/p>

However, tools like the Lambert toolkit have been developed, hosted and promoted by the Intellectual Property Office. These can help PSREs conduct effective negotiations in collaborative research projects and includes a set of model IP licensing and ownership agreements.<\/p>

BIS has conducted surveys of knowledge transfer activities of PSREs since 2002. The results of the most recent survey undertaken earlier this year will be published shortly. This will include data about numbers of patents applied for, numbers granted and income from the licensing of IP.<\/p>
