Improving mobile coverage remains a priority for the Government, and our landmark agreement in December 2014 with the four mobile network operators (MNOs) for each to provide voice and SMS text coverage to at least 90% of the UK landmass by 2017 will significantly improve coverage in the UK, including the Liverpool City Region. The additional licence obligation on Telefonica, which the other MNOs have publicly stated they will match, will deliver significant improvements in 4G coverage - covering 98% of UK premises by the end of 2017.<\/p>

As the Secretary of State has stated previously, local papers are the bread and butter of journalism - they part of the communities they serve, and people rely on and respect them. In our manifesto, we committed to consulting on the introduction of a business rates relief for local newspapers in England, which was launched in summer 2015. In the March 2016 Budget, the government announced that local newspapers will be eligible for a business rates discount for two years from April 2017. We are confident that this will help local newspapers maintain a presence on the local high street.<\/p>

Our recently published BBC White Paper, 'A BBC for the future: a broadcaster of distinction', sets our our expectation for the BBC to enjoy a positive partnership with the local news sector. The News Media Association (NMA) and the BBC have been working together to develop proposals and good progress has been made in agreeing the principles of a service that will see the BBC providing some funding for local journalists to provide reporting for news providers. These plans will be implemented in consultation with the industry.<\/p>

Superfast broadband coverage will reach 95% of UK premises by the end of 2017. Further funding from clawback and efficiency savings in the local broadband contracts with BT will allow this coverage to be extended further.<\/p>

Responses to the Leadership for Libraries Taskforce\u2019s Ambition consultation are being carefully considered and the Ambition document will be published in due course. There are no plans to amend the Public Libraries and Museums Act 1964.<\/p>

The 1964 Act does not seek to be overly prescriptive in defining comprehensive and efficient, and it is a matter for local authorities to determine how to provide a public library service to their local community, within available resources.<\/p>

The \u2018Libraries as a Statutory Service\u2019 was published in December 2015 and contains information on the legislative framework for library services under the Act. The Government fully recognises the importance of the food and drinks sector to our economy, and appreciates that there is a creative element to work in this sector. The definition of the Creative Industries since 2013 has been based on a Creative Intensity approach, which measures the proportion of jobs within an industry that are classified as creative. The proportion of these jobs in the 'food and drink' industry was below the 30 per cent threshold set in 2013, and was therefore not included in the Creative Industries Economic Estimates.<\/p>

Earlier this year, this Department carried out a consultation on our Economic Estimates for the Creative Industries, which included asking whether we should review the sectors included within the Creative Industries based on the existing Creative Intensity approach. We published our response to this consultation on 9 June, which stated that we will continue to review the Creative Intensities on an on-going basis to ensure they remain relevant. The Standard Occupational Classifications (SOC) which underpin this work are currently being reviewed, however, and we will wait for the outcome of that review before deciding whether and when to make any changes to the occupations which contribute to the Creative Industries.<\/p>
