The Government is committed to scrapping the arbitrary rule preventing British citizens who have lived abroad for more than 15 years from participating in UK parliamentary elections.<\/p>
That is why we supported Glyn Davies\u2019 Private Members\u2019 Bill on overseas electors. We were therefore disappointed the Bill did not progress through its Report stage in the Commons on 22 March 2019. Nevertheless, the Government remains committed to implementing votes for life.<\/p>
Changes to the franchise require Parliamentary approval and have to be made significantly in advance of elections, to enable administrators to implement the change and to ensure citizens are aware of the change to their rights.<\/p>
We will make an announcement on our intentions in due course.<\/p>

Special Advisers must adhere to the Code of Conduct for Special Advisers. As it states in the code of conduct, all Special Adviser appointments must be approved by the Prime Minister and the Prime Minister may terminate employment by withdrawing his consent to an individual appointment at any time.<\/p>
Dominic Cummings operates under the authority of his appointing Minister, the Prime Minister. An area which the PM has asked Dominic Cummings to lead on is decisions concerning the management of Special Advisers.<\/p>
As the code of conduct sets out, Special Advisers cannot exercise any power in relation to the management of any part of the Civil Service, except in relation to another Special Adviser.<\/p>

The Ministerial Code sets out the process by which Ministers should declare and manage potential conflicts of interest, working with their Permanent Secretary and the independent adviser on Ministers\u2019 interests.<\/p>
As part of this process the Minister declared his directorship in Crucial Academy following his appointment and has resigned from this role. Whilst this process has been underway, the Ministry of Defence put in place measures to avoid any potential conflict. Sir Alex Allan, the independent adviser, has not raised any concerns about the conduct and there has been no breach of the Ministerial Code.<\/p>
