The NHS Long Term Plan sets out clearly the need to reduce inequalities in health that different groups of the population currently face.

The NHS Long Term Plan will give 370,000 adults and older adults with severe mental illness greater choice and control over their care through new models of integrated primary and community mental health care.

In addition, the first ever cross-Government suicide prevention workplan sets out an ambitious programme for every local authority, every National Health Service trust and every prison will have a plan in place to prevent suicide. We will invest up to £600,000 to support local authorities to strengthen their suicide prevention plans and implement the recommendations identified by the independent evaluation of local plans.

The learning disabilities health check scheme is designed to encourage general practices to identify patients aged 14 and over with learning disabilities, to maintain a learning disabilities 'health check' register and offer individuals an annual health check, which will include producing a health action plan. Such checks are intended to ensure that any undetected health conditions are identified earlier and that on-going treatment and care is appropriate to the individual’s needs. The NHS Long Term Plan commits to improve uptake of the scheme so that at least 75% of those eligible have a health check each year.

In addition, the Learning Disabilities Mortality Review Programme supports local areas to review the deaths of people with learning disabilities and to use the information to build up a detailed picture of key improvements needed, both locally and at a national level, to reduce the inequality in life expectancy between people with a learning disability, and those without. The learning from the programme is being used to inform programmes of work to address key mortality issues such as sepsis, constipation, and cancer.

Regarding black, Asian and minority ethnic (BAME) groups, the Long Term Plan also highlights improvements to continuity of midwifery care for women from the BAME community; improving the Diabetes Prevention Programme; and improving bowel screening rates for people from minority ethnic groups. In addition to these, BAME communities will benefit from the wide range of programmes set out in the Long Term Plan.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4065", "label" : {"_value" : "Biography information for Dame Jackie Doyle-Price"} } , "answeringMemberConstituency" : {"_value" : "Thurrock"} , "answeringMemberPrinted" : {"_value" : "Jackie Doyle-Price"} , "dateOfAnswer" : {"_value" : "2019-06-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-06-24T16:40:45.223Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2019-06-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mortality Rates"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what steps his Department is taking to reduce the level of mortality experienced by (a) BAME people, (b) people with mental health conditions and (c) people with learning difficulties.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4490", "label" : {"_value" : "Biography information for Dame Andrea Jenkyns"} } , "tablingMemberConstituency" : {"_value" : "Morley and Outwood"} , "tablingMemberPrinted" : [{"_value" : "Andrea Jenkyns"} ], "uin" : "264787"} , {"_about" : "http://data.parliament.uk/resources/1132262", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1132262/answer", "answerText" : {"_value" : "

The latest update on suicide prevention from the health scrutiny panel at City of Wolverhampton Council (June 2019), shows that 66 deaths were registered as suicides for the period of 2015-17 and 54 of these (82%) were male.

In ‘Making Wolverhampton a Suicide Safer Community: Wolverhampton Suicide Prevention Strategy 2016–2020’, City of Wolverhampton Council has set the following aims to reduce suicides:

- provide a multi-agency approach to suicide prevention across Wolverhampton;

- raise awareness of suicide, compelling organisations and the community to take positive action;

- upskill workforces through information and knowledge enabling them to better understand and respond to poor mental wellbeing and suicide ideation;

- influence services and policies so that suicide prevention is robustly considered and embedded in routine business; and

- provide a coordinated suicide support offer which can be accessed by services and communities.

The Government recognises the impact that debt and financial difficulty can have on men’s mental health and wellbeing and that men are at a higher risk of suicide.

The National Suicide Prevention Strategy highlights groups that need tailored approaches to address their mental health needs to reduce their suicide risk, including men. Every local authority has a suicide prevention plan in place and we are investing £25 million over the next three years to support these local plans. We have worked with NHS England and Public Health England to ensure that this funding is used to test different approaches to reaching men in local communities.

We are working with the local government sector to assess the effectiveness of those plans, and a report will be published shortly that will highlight areas of best practice and areas for improvement. This report will include an analysis of the extent to which local authority plans are addressing high risk groups.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4065", "label" : {"_value" : "Biography information for Dame Jackie Doyle-Price"} } , "answeringMemberConstituency" : {"_value" : "Thurrock"} , "answeringMemberPrinted" : {"_value" : "Jackie Doyle-Price"} , "dateOfAnswer" : {"_value" : "2019-06-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1132109/answer/previousversion/123848", "answeringMember" : {"_about" : "http://data.parliament.uk/members/4065", "label" : {"_value" : "Biography information for Dame Jackie Doyle-Price"} } , "answeringMemberConstituency" : {"_value" : "Thurrock"} , "answeringMemberPrinted" : {"_value" : "Jackie Doyle-Price"} } , "questionFirstAnswered" : [{"_value" : "2019-06-19T16:40:29.58Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2019-06-13", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mental Health: Economic Situation"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, with reference to the study entitled Recession, recovery and suicide in mental health patients in England: time trend analysis, published in the British Journal of Psychiatry on 13 June 2019, what assessment he has made of the effect of economic pressures on male adults' mental health; and what steps he is taking to provide support and targeted interventions for patients experiencing financial difficulties.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1436", "label" : {"_value" : "Biography information for Paul Farrelly"} } , "tablingMemberConstituency" : {"_value" : "Newcastle-under-Lyme"} , "tablingMemberPrinted" : [{"_value" : "Paul Farrelly"} ], "uin" : "264352"} , {"_about" : "http://data.parliament.uk/resources/1132149", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1132149/answer", "answerText" : {"_value" : "
The Medicines and Healthcare products Regulatory Agency (MHRA) continuously monitors the safety of all medicines on the market in the United Kingdom and seeks independent expert advice from the Commission on Human Medicines and its advisory groups on important new safety issues.

The MHRA is aware of the study by Molero et al published in the BMJ on 12 June 2019 which suggests that gabapentinoid medicines, pregabalin and gabapentin, are associated with an increased risk of suicidal behaviour, unintentional overdoses, head/body injuries and road traffic incidents and offences.

Pregabalin is authorised for the treatment of epilepsy, neuropathic pain and generalised anxiety disorder. Pregabalin is recognised to be associated with a range of possible side effects including dizziness, somnolence, loss of consciousness, confusion and mental impairment which could explain the increased risk of injuries and traffic accidents identified in this new study.

The product information for pregabalin currently contains relevant warnings regarding suicidal ideation and behaviour, possible side effects, as well as the possible effects on driving and operating machinery. The MHRA will carefully consider this new study and whether new advice needs to be issued to healthcare professionals and patients.
