The Sunbeds Regulation Act 2010 was implemented to prohibit under-18s from using sunbeds. Under the Health and Safety at Work Act 1974 and the Management of Health and Safety at Work Regulations 1999, the ultra violet (UV) tanning equipment operator must assess the risks caused by the work activity including those from exposure to UV radiation and take measures to control the risks, including the risk of skin cancer.<\/p>

Clinical commissioning groups (CCGs) should have regard to the National Institute for Health and Care Excellence (NICE) guideline on the assessment and treatment of people with fertility problems when commissioning services for which they are responsible. This includes the recommendation in the guideline that three cycles of in-vitro fertilisation be offered to qualifying couples where the woman is under the age of 40 and one cycle where the woman is between the ages of 40 and 42.<\/p>

The NICE guideline is evidence based best practice for clinicians but is not mandatory. The availability of National Health Service funded fertility treatment is and always has been a matter for local determination. Decisions on the level of service provision are underpinned by clinical insight and knowledge of local healthcare needs and priorities.<\/p>

NHS England is currently undertaking a project to develop a benchmark price for NHS in-vitro fertilisation. This will help CCGs improve value for money in their commissioning. NHS England is the national body which has oversight of the functions of the National Health Service commissioning system in England. It is for NHS England to consider what data is necessary for it to undertake this role most effectively, taking account of the burden of data collection on CCGs.<\/p>

Information collected by Fertility Fairness, through Freedom of Information requests, does show a disappointing reduction in the number of CCGs offering the full recommendations of the National Institute for Health and Care Excellence (NICE) Fertility Guidance. The Government has been clear that CCGs should take full account of the NICE Fertility guidelines when considering the assessment and treatment of fertility problems for their local population, as this represents the best evidence of clinical effectiveness.<\/p>

CCGs are accountable to NHS England, which has a key role to ensure that CCGs, as statutory organisations, deliver the best possible services and outcomes for patients within their financial allocation. CCGs have a statutory responsibility to commission services which meet the needs of their local population. CCGs have to make difficult decisions about commissioning cost-effective care, but they do this based on patient needs and clinical evidence. Information collected by Fertility Fairness, through Freedom of Information requests, does show a disappointing reduction in the number of CCGs offering the full recommendations of the National Institute for Health and Care Excellence (NICE) Fertility Guidance. The Government has been clear that CCGs should take full account of the NICE Fertility guidelines when considering the assessment and treatment of fertility problems for their local population, as this represents the best evidence of clinical effectiveness.<\/p>

CCGs are accountable to NHS England, which has a key role to ensure that CCGs, as statutory organisations, deliver the best possible services and outcomes for patients within their financial allocation. CCGs have a statutory responsibility to commission services which meet the needs of their local population. CCGs have to make difficult decisions about commissioning cost-effective care, but they do this based on patient needs and clinical evidence.
