NHS Blood and Transplant implements a three-month deferral period for men who have sex with men, irrespective of whether an individual routinely takes pre-exposure prophylaxis (PrEP) to reduce the risk against infection with HIV. This deferral period is based on expert independent advice, provided by the Advisory Committee on the Safety of Blood, Tissues and Organs, to protect donors and the patients who receive donated blood.<\/p>

At a population level, men who have sex with men have a higher risk of acquiring a blood-borne virus or a sexually transmitted disease. Using PrEP can reduce the risk of transmitting HIV but it does not eliminate it. PrEP also does not reduce the risk of an individual becoming infected by other sexually transmitted infections, such as syphilis and hepatitis, and subsequently transmitting these infections through donated blood.<\/p>

NHS Blood and Transplant appreciates that any deferral is disappointing if an individual would like to save lives by giving blood. The Department has provided more than £26 million to NHS Blood and Transplant and Anthony Nolan for stem cell donation since 2011. The funding has specific targets about the proportion of young donors, specifically young male donors, due to research identifying that younger donors offer the potential for better patient outcomes and a greater chance of survival. The Anthony Nolan and NHS Stem Cell Registry which was supported by the Department funding has over 1.4 million registered donors. 69% of new donors recruited to the registry in 2017 were under the age of 30.<\/p>

Raising awareness about the importance of stem cell donation is everyone's business. The government fully supports and recognises the important work charities do to encourage registration and donation for the benefit of patients. The Department for Education is making health education compulsory in all state funded schools. The draft guidance includes the teaching of the science relating to blood, organ and stem cell donation. This will also be complemented by teaching in the national curriculum for science in maintained schools.<\/p>

In April 2019, NHS England confirmed that new and expectant mothers are now able to access specialist perinatal mental health community services in every part of the country.<\/p>

The NHS Long Term Plan contains an ambition to build on this with a further 24,000 women to be able to access specialist perinatal mental health care by 2023/24. Specialist care will also be available from preconception to 24 months after birth, which will provide an extra year of support.<\/p>

Perinatal mental illnesses are associated with risks of negative child outcomes, which can persist into late adolescence and adulthood. These risks are more likely in children of women with chronic mental illness or who are living in poverty. In addition, the costs of perinatal mental health problems, a 2014 report by the Centre for Mental Health and London School of Economics identified that 72% of the cost of untreated mental illness relates to adverse impact on the child. This report is available at the following link:<\/p>

The NHS is implementing its plans to identify and treat more people with perinatal mental illnesses. The NHS Five Year Forward View for Mental Health included a commitment to increase access to perinatal mental health services to an additional 30,000 women by 2020/21. The work is underway to build capacity and capability in specialist perinatal mental health services. In April 2019, NHS England confirmed that new and expectant mothers are now able to access specialist perinatal mental health community services in every part of the country.<\/p>

The NHS Long Term Plan contains an ambition to build on this with a further 24,000 women to be able to access specialist perinatal mental health care by 2023/24. Specialist care will also be available from preconception to 24 months after birth, which will provide an extra year of support.<\/p>

Public Health England leads on the Improving Prevention and Population Health work stream of the National Health Service Maternity Transformation Programme. One of its priority areas is to reduce the impact of perinatal mental illness. This can be viewed at the following link:<\/p>

For the cessation period which ended 16 August 2018, closing reserves were £203,657 which was returned to the Department, as the Founder, at close on 16 August 2018, in line with the requirements of the Trust Deed.<\/p>

The Department has since directly financed the NHS Business Services Authority to administer the England Infected Blood Support Scheme to provide discretionary ex gratia financial assistance, to those individuals who have been shown to be infected or affected, by hepatitis C and HIV throughout the 1980s and 1990s.
