In general, funding for mental health services, such as counselling, is the responsibility of local clinical commissioning groups (CCGs). Some CCGs may choose to use non-National Health Service providers, including those run by charities. It is up to the local CCG to make commissioning decisions.<\/p>

The Department does directly provide funding to third sector organisations through the voluntary, community and social enterprise organisation (VCSE) Health and Wellbeing Programme, which launched in 2016, replacing the previous VCSE grant funding and engagement programmes. A key part of the programme is the Health and Wellbeing Fund, and the theme for the Fund in 2019-20 is children and young people\u2019s mental health. Public Health England\u2019s (PHE) reproductive health action plan will be published in 2019 and aims to demonstrate sustainable improvements in key reproductive health outcomes and reduce inequalities. Alongside this the Department has recently launched a Women\u2019s Health Taskforce with the Royal College of Obstetricians and Gynaecologists. This taskforce will look at action that can be taken to address women\u2019s health issues. The terms of reference are currently being defined, but this group will look at women\u2019s health across the life course.<\/p>

The Department has not made an assessment of this recommendation. The Government announced its long term financial settlement for the National Health Service in June. This will represent an increase of £20.5 billion in real terms by 2023/24. The Government has asked the NHS to develop a long-term plan which will set out a vision for the health service and ensure every penny is well spent. Government has been clear that better access to mental health services, to help achieve the government\u2019s commitment to parity of esteem between mental and physical health, is one of the principles which must underpin the plan.<\/p>

The Government recognises that long-term conditions, such as arthritis, can have an impact on a person\u2019s mental wellbeing. The guideline \u2018Rheumatoid arthritis in adults: management\u2019, updated by the National Institute for Health and Care Excellence in 2018, sets out best practice in the diagnosis, treatment, care and support of people with rheumatoid arthritis. The Five Year Forward View for Mental Health Dashboard brings together key data from across mental health services to measure the performance of the National Health Service in delivering our plans as set out in the Mental Health Five Year Forward View. Indicators within the dashboard are intended to provide a high level overview of how the NHS is performing, alongside detail on how mental health services are funded and delivered.<\/p>

The content of the dashboard was recently reviewed to ensure that the measures within the dashboard are sufficiently robust to provide an accurate picture of mental health delivery across services and regions. Right treatment, right time, by Rethink Mental Illness, highlights challenges in mental health services. The Government recognises that we need to go further in improving mental health services.<\/p>

<\/p>

Implementing the Five Year Forward View for Mental Health contains specific steps for reducing waiting times for psychosis and eating disorders. By 2020/21, at least 60% of people with first episode psychosis should start treatment with a National Institute for Health and Care Excellence-recommended package of care, via a specialist Early Intervention in Psychosis service, within two weeks of referral. For eating disorders, we have targets for ensuring that 95% of children in need receive treatment within one week for urgent cases, and four weeks for routine cases. Figures published on the Five Year Forward View dashboard show that these targets have been met or are on track to be met by the end of 2020/21.
