The Government takes all types of fraud, including those operating through telephones, extremely seriously. We consider all types of fraud to have been committed by criminals, not scammers. We are working closely with Action Fraud
and the National Fraud Intelligence Bureau to ensure that the public has the information they need to protect themselves. When a serious threat or a new type of fraud is identified, Action Fraud places an alert on its website with
advice for individuals to protect themselves from becoming victims. Members of the public can sign up to receive these alerts by email. We are supporting local forces and agencies to deliver effective protective advice to the public
on fraud, including telephone scams, in collaboration with the City of London Police.

We are also working closely with Financial Fraud Action UK and the British Bankers\u2019 Association who have issued advice to consumers on how to protect themselves from fraudsters who target people on the phone.<\/p>

The Home Office only hold data centrally on the number of crimes recorded by Action Fraud. Action Fraud recorded 212,705 fraud offences in the year to September 2014.

The National Fraud Intelligence Bureau (NFIB) advise that in the same period, over 180,000 victims of fraud offences received updates on the progress of the investigation of their crimes. This figure is lower than the total number of
crimes recorded in the same period, because the system of updates was rolled out in a phased way during 2013 and 2014. As a result, not all victims during this period would have received updates.<\/p>

Action Fraud is the national reporting centre for fraud and cyber crime, and takes reports on behalf of all police forces in England and Wales. Action Fraud works in conjunction with the National Fraud Intelligence Bureau (NFIB):
both are operated by the City of London Police, the national lead force for fraud. The NFIB analyses Action Fraud crime reports and prepares intelligence packages for police forces to consider for enforcement action. Action Fraud
does not carry out investigative activities. It establishes which law enforcement agency should investigate the crime(s) and disseminates if appropriate.

Victims of crime who report to Action Fraud receive an explanation of Action Fraud\u2019s role, and what next steps will follow their report, including how the NFIB generates crime packages and information for law enforcement
agencies. They will be given a reference number and offered advice on how to protect themselves from being a victim of further fraud.

Following analysis of their crime report, victims will receive an update on what action has been taken. Where their crime has been disseminated to a police force, they will be given a point of contact and crime reference number
for that force. If the information in their report has no viable investigative leads, it is possible that it could still be used to disrupt the enablers of crime (such as blocking websites). Victims will be advised if their information has been used in this way. They will also be informed if there is insufficient information to enable either an investigation or disruption, but in such cases are told that their report will remain on NFIB\u2019s systems and could potentially match against future reports. To date, over 300,000 of these
updates have been sent.<\/p>

Currently the Home Office collects data for inclusion in the Quarterly Data Survey, as part of a Cabinet Office initiative, and shows combined totals of reported fraud and error for the Home Office and its executive agencies.

The Home Office has collected data for financial error since 2012/13, and is also published as part of a broader Cabinet Office initiative within the Quarterly Data Summary. Prior to 2012-13, the Home Office did not report the
value of financial error data. The Home Office does not collect data on financial error for Non-Departmental Public Bodies.<\/p>

The last Annual Fraud Indicator was produced by the National Fraud Authority and was published on 6 June 2013. There are no plans to publish further fraud statistics in this way. When the closure of the National Fraud Authority was announced on 2 December 2013, Official Report, column 36WS, my Rt. Hon. Friend, the Home Secretary made it clear that, "while the National Fraud Authority has been successful in raising awareness of fraud and improving co-ordination, the focus should now be on cutting economic crime". The National Crime Agency is now responsible for producing the single picture of all the threats from serious and organised crime, including economic crime and fraud.<\/p>
