The UK\u2019s exit from the EU does not alter the fact that our energy system is resilient and secure, and UK energy is supplied from diverse sources.<\/p>

In October we extended the Energy Price Cap until at least the end of 2021, which means that 15 million households across the UK will continue to be protected from overcharging on their energy bills. Since its introduction in January 2019, the Cap has saved customers around £1 billion a year.<\/p>

My Rt. Hon. Friend the Secretary of State for Business, Energy and Industrial Strategy spoke at the launch event of the Climate Assembly UK report on 10 September and welcomed its findings. My Rt. Hon. Friend the Prime Minister responded to both the interim and the final Climate Assembly UK reports via letters to the six select committees.<\/p>

The Green Homes Grant Voucher scheme is open to applications from landlords to install energy efficiency and clean heat measures in their rented properties. To be eligible for the scheme, private rented properties in scope of the Domestic Minimum Energy Efficiency Standard (MEES) Regulations must have an Energy Performance Certificate (EPC) rating E or above, or hold a valid exemption. As of 07 December, 11.7% of all applications received for the Voucher scheme have been from landlords.<\/p>

The £500 million Local Authority Delivery (LAD) element of the scheme will be delivered via Local Authorities and Local Energy Hubs, who have a comprehensive understanding of their local communities and as part of delivery of the scheme are undertaking extensive property assessments and householder engagement work. Together, they will identify eligible low energy efficiency properties (rated EPC D or below) and low-income households including those living in the worst quality off-gas grid homes. Under LAD, Local Authorities may upgrade their own housing stock as landlords or leaseholders and that of Social Housing providers they are partnering with, and also fund improvements to privately owned rental properties.<\/p>

Furthermore, the Department is currently consulting on raising the minimum energy efficiency standards for privately rented homes in England and Wales to EPC band C. Improving energy efficiency is the best long-term solution to tackle fuel poverty and at the Summer Economic Update we announced more than £2 billion of funding for upgrading the energy efficiency of homes. The Green Homes Grant is a £2 billion programme which will help improve the energy efficiency of homes in England. Low-income homeowners in receipt of certain benefits may be eligible for a grant covering up to 100% of the cost of installation. The 2020 Spending Review committed a further £320 million in funding for the Green Homes Grant for 2021-22 and £150 million to help some of the poorest homes become more energy efficient and cheaper to heat with low-carbon energy.<\/p>

<\/p>

The Energy Company Obligation scheme requires energy companies to deliver energy efficiency and heating measures to low income, vulnerable and fuel poor households. The current scheme is worth £640m per year and ends in March 2022. The Prime Minister announced an extension to this scheme until 2026 in his Ten Point Plan. We also recently closed our consultation on the extension of the Warm Home Discount until March 2022. This will continue to provide a £140 energy bill rebate to over 2 million low income and vulnerable households, and vital projects helping fuel poor households throughout the country through Industry Initiatives.<\/p>

We are currently consulting on improving the standard of privately rented homes in England and Wales through a minimum energy efficiency performance standard of Band C, helping to tackle fuel poverty in that tenure.<\/p>

The Government conducted a comprehensive review of the Hinkley Point C project in 2016. The conclusions of the review were set out in a statement made by the then Secretary of State on 15th September 2016, Official Report, Column 1066<\/a>. It will be vitally important to engage the public on the challenge of meeting our net zero target, including specifically with young people.<\/p>

<\/p>

In October 2020, I spoke at the first UK Youth Against Carbon Conference to listen to young people concerned about climate change and highlight to them how the UK will continue to work towards a net zero target for all of society.<\/p>

<\/p>

In July 2020, we also launched the \u2018Involved\u2019 Instagram page, to invite young people across the country to share their views on key issues such as climate change with the Government by asking questions through the app\u2019s polling and stories. Responses will feed directly public consultations and wider policy making.<\/p>

<\/p>

The Government has welcomed the final report from the Climate Assembly UK and will be looking closely at the report\u2019s findings. The members were selected to be broadly representative of the UK population, which means that nearly 1 in 4 of its members were young people sharing their views on how we should reach net zero.<\/p>

The Government has funded several digital tools that can help people reduce their carbon footprint, including the \u2018Simple Energy Advice\u2019 service on how to reduce energy use in the home, and the \u2018Go Ultra Low\u2019 website, providing information on Electric Cars & Vans.<\/p>

Together for Our Planet, our revitalised domestic climate campaign, will aim to engage the whole country in the conversation around climate change.
