The Department has just launched a consultation on improving the energy performance of privately rented homes in England and Wales. Under the Government\u2019s recommended option, landlords would be required to reach EPC Band C for new tenancies from 1 April 2025 and all tenancies by 1 April 2028. The consultation on changes to the Contracts for Difference (CfD) scheme closed on 29 May 2020 and a Government response will be published in due course.<\/p>

As part of this consultation, we indicated our intention to remove biomass conversion technologies from the CfD scheme. Sustainable, low carbon bioenergy is helping the UK move to a low-carbon energy mix, increasing our energy security, and keeping costs down for consumers. We have introduced mandatory sustainability criteria for biomass generation for heat and power. This is to ensure biomass continues to support the UK\u2019s commitment to reduce carbon emissions and is sourced sustainably. Generators only receive subsidies for electricity output which complies with our sustainability criteria.<\/p>

The Climate Change Act 2008 was the first of its kind in the world and made the UK the first country to introduce a legally binding, long-term emissions reduction target. In June 2019, following advice from the Committee on Climate Change, the UK Government set a legally binding target to achieve net zero greenhouse gas emissions from across the UK economy by 2050. In doing so, the UK became the first major economy to legislate for a net zero target. This will bring an end to the UK\u2019s contribution to climate change.<\/p>

The Government is deeply committed to domestic and international efforts to tackle climate change. This year alone, the Government has committed billions in spending as we increase support for our low-carbon economy and green jobs. The Data Communications Company (DCC), the organisation responsible for the national smart metering infrastructure, has contracts in place for the provision of communications coverage to at least 99.5% of premises in its \u2018North Region\u2019. Data on smart meter installations is not collected at a constituency level.<\/p>

There are a number of options with the potential to play an important role in decarbonising heat, including heat networks, heat pumps, hydrogen and biogas. Given the diversity of heat demand, no one solution can provide the best option for everyone - a mix of technologies and customer options will need to be available to decarbonise heat at scale.<\/p>

The energy regulator Ofgem has a duty to protect the interests of consumers.<\/p>

Ofgem rules to protect consumers subject to doorstop sales activity, include requirements that companies and their representatives only recommend tariffs that are appropriate to a consumers circumstances and preferences and that a record of the information provided to a consumer is kept for two years.<\/p>

The UK has set a benchmark by legislating for net zero, and the adoption of hydrogen as a decarbonised energy carrier will support us in achieving this legally binding target. We will set out our approach to growing the UK hydrogen economy our Hydrogen Strategy, set to be published early next year.<\/p>

I have been very pleased to see the ambitious plans for hydrogen in the North West, such as the HyNet project, which we are supporting with over £13m funding through our innovation programme. I have talked directly to companies in the North West about how they can support growth of the hydrogen economy, and my officials are in regular discussions with stakeholders in the region.<\/p>

In November 2019 we published the Energy Innovation Needs Assessment (EINA) for hydrogen and fuel cells. This identified that the future market for all hydrogen technologies could yield around £5.3bn of GVA and create nearly 50,000 jobs by 2050 to meet demand in export and domestic markets.
