Statistics published by the Home Office and available on the website https://www.gov.uk/government/statistics/hate-crime-england-and-wales-2016-to-2017<\/a> provide details on the number of hate crimes, although anti-Semitic attacks are not recorded separately. Figures published annually by the Community Security Trust show a disturbing increase in anti-Semitic incidents, with a total of 1,382 incidents reported in 2017.<\/p>

That is why the UK became the first country to formally adopt the International Holocaust Memorial Alliance (IHRA) working definition of anti-Semitism. It provides a series of practical examples on how anti-Semitism manifests itself in the 21st century. In addition, Government has provided over £13.4 million (17/18) to ensure the security of Jewish faith schools, synagogues and communal buildings.<\/p>

We believe the best way to tackle anti-Semitism is through effective implementation of the UK\u2019s strong legislation against racial and religious discrimination and racially and religiously motivated crime. We also have a strong relationship with the Jewish community which has been built on the solid work of the Cross-Government working group on tackling anti-Semitism. The Government is committed to promoting fairness and transparency for leaseholders and freeholders and on 21 December 2017 set out a range of measures to tackle abuses and unfair practices in the leasehold market.<\/p>

This includes introducing legislation to prohibit the development of new build leasehold houses, other than in exceptional circumstances; restricting ground rents in newly established leases of houses and flats to a peppercorn (zero financial value); and working with the Law Commission to support existing leaseholders - including making buying a freehold or extending a lease easier, faster, fairer and cheaper.<\/p>

We will bring forward legislation as soon as Parliamentary time allows.<\/p>

We are also aiming to publish the Social Housing Green Paper in the spring. The Government recognises the challenges faced by existing leaseholders with onerous ground rents. We are currently considering how we can support existing leaseholders. A number of developers have introduced schemes to compensate individuals but we want to see this support extended to all those with onerous ground rents, including second hand buyers, and for customers to be proactively contacted. We will be checking on progress of these schemes and will consider measures that could be pursued to take action if necessary.<\/p>

We will also be introducing legislation so that, in the future, ground rents on newly established leases of houses and flats are set at a peppercorn (zero financial value).<\/p>

Leaseholders can seek free initial advice about ground rents and other leasehold issues via the Leasehold Advisory Service's (LEASE) website. Lease is a specialist advisory body funded by the Ministry of Housing, Communities and Local Government to provide assistance to leaseholders.
