a) £175 million cycling, safety and integration fund<\/strong><\/p>

<\/p>

Highways England is developing a programme of initiatives to improve the safety of the network and to also improve facilities for cyclists, pedestrians and equestrians, identifying further opportunities for improved integration with wider transport networks such as Park & Ride.<\/p>

<\/p>

This fund supports their ambition to reduce the number of casualties on the strategic road network and encourage walking and cycling as an everyday mode of travel, as set out in the DfT Cycling and Walking Investment Strategy.<\/p>

<\/p>

(b) £75 million air quality investment fund referred to in the Government's Road Investment Strategy for the period 2015-16 to 2019-20.<\/strong><\/p>

<\/p>

Highways England\u2019s Delivery Plan commits them to start 10 air quality pilot studies in the first 2 years of this road investment period.<\/p>

These studies are designed to identify new and innovative solutions that will be funded using the air quality designated fund, to improve air quality alongside the strategic road network and support delivery of the major improvement schemes identified in the Road Investment Strategy.

Highways England\u2019s work in relation to air quality, and the use of the £75million air quality designated fund (2015 \u2013 20), is in support of the Government\u2019s National Air Quality Plan.<\/p>

As part of the Government\u2019s announcement on 23 December 2014 in respect to local highways maintenance funding to highway authorities in England, outside London, the Department for Transport published guidance, an application form, as well as assessment criteria for the local highways maintenance challenge fund. Assessment of all the bids received by close on 9 February 2015 is based on the published criteria and will help inform the decision on successful schemes based on the evidence supplied by local highway authorities.<\/p>

As part of the assessment by the Department for Transport, each bid is being subject to a dual-assessment, and will also go through a moderation exercise plus an internal Department for Transport investment decision committee approval process before Ministers make final decisions on which schemes will be awarded funding.<\/p>

I have placed a table in the Libraries of the House which sets out how much each local highway authority has been allocated for highways in the last ten years.<\/p>

<\/p>

This table includes funding we have provided through a number of funding streams including Highways Maintenance Integrated Transport Block, Local Major Projects, Local Pinch Point Fund and Community Infrastructure Fund projects.<\/p>

<\/p>

Local authorities are also able to use revenue funding, allocated by the Department of Communities and Local Government through the Revenue Support Grant for maintaining their local highways. Neither revenue nor capital highways maintenance block funding is ring-fenced and it is for local highway authorities to decide upon their spending priorities across the whole range of services that they provide.<\/p>
