The Government is committed to ensuring that everyone entitled to National Living Wage (NLW) and National Minimum Wage (NMW) receives it. In 2018/19, HM Revenue & Customs (HMRC) identified a record £24.4 million in minimum wage arrears for over 220,000 workers and issued over £17 million in penalties to non-compliant employers.

HMRC use a range of techniques ranging from ‘nudge’ letters in low risk cases to criminal prosecution in the most egregious cases of underpayment. Without fail, HMRC investigate where they believe an employer is not paying the minimum wage, which includes following up every worker complaint they receive.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4487", "label" : {"_value" : "Biography information for Kelly Tolhurst"} } , "answeringMemberConstituency" : {"_value" : "Rochester and Strood"} , "answeringMemberPrinted" : {"_value" : "Kelly Tolhurst"} , "dateOfAnswer" : {"_value" : "2020-02-13", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-02-13T17:17:33.487Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2020-02-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Pay"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps she is taking to ensure employees in receipt of salary levels below statutory minimum levels are given the appropriate salary increases.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1409", "label" : {"_value" : "Biography information for Mr Gregory Campbell"} } , "tablingMemberConstituency" : {"_value" : "East Londonderry"} , "tablingMemberPrinted" : [{"_value" : "Mr Gregory Campbell"} ], "uin" : "14631"} , {"_about" : "http://data.parliament.uk/resources/1170410", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1170410/answer", "answerText" : {"_value" : "

Through the National Living Wage (NLW) and National Minimum Wage (NMW), the Government ensures that the lowest paid in our society are fairly rewarded for their work. April 2019’s increase to the NLW will see nearly 1.8 million workers in the UK receive a 4.9% pay rise. A full-time worker on the NLW will now be more than £2,750 better off over the year compared to when it was first announced in 2015.

The table below provides estimates for the number and proportion of jobs in the UK and Yorkshire and the Humber on the NLW and NMW in 2019. The most recent available data for Barnsley, and South Yorkshire, shows that there were an estimated 5,500 workers and 47,200 workers respectively who were on the NLW or NMW.
