The UK is internationally recognised as having some of the strongest controls and legislation worldwide when it comes to tackling money laundering and bringing to justice those who seek to use or hide the proceeds of crime. There has been no recent assessment of the effectiveness of anti-money laundering provisions in the Proceeds of Crime Act 2002. In 2017, the Regulatory Policy Committee, which considers the impact of legislation on business, rated the Criminal Finances Bill as \u2018fit for purpose\u2019. They agreed that the Bill would \u201cinvolve no significant burden on small businesses\u201d. The Government is clear that livestock theft should be reported to the police so that is can be investigated appropriately. To ensure that Police Forces have the resources they need to deal with these crimes when they do occur, the Government has committed to increasing the number of police officers by 20,000 over the next three years. The Government published a consultation paper in December 2018 setting out proposals to make the system of developer contributions more efficient, transparent and accountable. The proposals will reduce the level of paperwork. For example, when a home owner obtains an exemption for a residential extension they will not be required to submit a commencement notice to the local authority before the building work commences. The forms ensure that the developer provides the necessary information to enable the local authority to make a fair and transparent assessment of the levy liabilities. They provide certainty for all parties, reduce the need to seek further information and provide a clear audit trail.<\/p>

This Government is committed to action that improves long-term outcomes for children and families by focusing on tackling the root causes of poverty and disadvantage. The four \u2018Life Chances\u2019 measures introduced through the Welfare Reform and Work Act 2016, which replaced the income based targets set out in the Child Poverty Act 2010, are designed to drive action and measure progress in the areas that we know can make the biggest difference - parental worklessness and children\u2019s educational achievement.<\/p>

The measures are based on official statistics produced by the Office for National Statistics on the proportion of children in workless households and the proportion of children in long-term workless households; and on Department for Education statistics on the educational attainment at Key Stage 4 of all pupils, and of disadvantaged pupils.<\/p>

Although these statistics do not all provide data for individual constituencies, local authority-level data is generally available for the measure of all children in workless households and for both the educational attainment measures. However the ONS states that the estimate of children in workless households in Cornwall Local Authority in 2016 is not sufficiently reliable, due to sample size issues. Latest figures for the South West show that there were 8.1 per cent of children in workless households in July to September 2017.<\/p>

In 2017, pupils sat reformed GCSEs in English language, English literature and maths for the first time, graded on a 9 to 1 scale. 38.4 per cent of all pupils and 20.7 per cent of disadvantaged pupils in Cornwall Local Authority achieved 9-5 in English and maths.<\/p>
