The Government believes a robust set of review processes were put in place for Fixed Penalty Notices (FPNs) issued and individuals were given the opportunity to contest FPNs at various stages of the process. The police had no power to enforce FPN payment, this power resides with the courts.<\/p>

Each FPN was subject to at least two reviews prior to being formally administered to ensure that it complied with the regulations and meet the level of evidence required. Once issued, individuals can make representations to the issuing force. It was a matter for the respective force to consider how to deal with any representations received.<\/p>

If an FPN was not paid within the 28-day statutory payment period, the offence for which the FPN was issued could be prosecuted in court if the prosecuting authority believed they had sufficient evidence for a prosecution.<\/p>

Challenge to a FPN can also be taken by way of judicial review in High Court, where a judge would be asked to decide whether or not the police acted lawfully in issuing the fine. The £25m Safer Streets Fund, announced by my Rt hon Friend, the Home Secretary, on 1 October 2019, is actively supporting areas that are persistently and disproportionately affected by high levels of acquisitive crime, including bicycle theft. A number of Police and Crime Commissioners in receipt of the fund have targeted and invested in projects preventing bicycle theft in hotspot areas. The Government is clear that it is unacceptable that patients seeking healthcare advice or staff working in healthcare facilities should feel intimidated or harassed. This country has a proud history of allowing free speech, but the right to peaceful protest does not extend to harassment or intimidating behaviour and the law currently provides protection against such acts.<\/p>

The Home Office takes the matter of protesters outside abortion clinics extremely seriously.<\/p>

The Government recognises the adverse impact that anti-abortion protests can have on patients and staff, and the Home Office is keeping this important matter under review.<\/p>

My officials regularly liaise with national policing leads to assess if there have been any developments on protest activities outside abortion clinics. The Government is committed to increasing the supply of social housing and has made £9 billion available through the Affordable Homes Programme to March 2022 to deliver 250,000 new affordable homes of a wide range of tenures, including social rent.<\/p>

In 2017-18 47,355 affordable homes were completed, an increase of 12 per cent on the previous year, of these over 7,100 (15 per cent) were in London.<\/p>

Details for homes delivered in 2018 -19 will be published in the Departments annual Affordable Housing Supply statistics.<\/p>
