A high level of compliance with the restrictions introduced to combat covid-19 has led to the outbreak being brought under control. This Government has a strong safety net that helps people who are facing hardship and are unable to support themselves financially. We have taken steps to strengthen that safety net so that people are supported to do the right thing. We have extended eligibility for SSP, and made sure it is payable from day 1 \u2013 rather than day 4 \u2013 for employees affected by covid-19. Employers can choose to pay more than SSP and many do - 60% of employees receive more than the statutory minimum. The National Strategy for Disabled People will focus on removing barriers to ensure disabled people are able to achieve their potential, can lead a life of opportunity and fully participate in British society. Working across Government, with disability organisations and charities, the strategy will be developed with the lived experience of disabled people at its heart and will focus on the issues that affect disabled people the most, including housing, education, transport and jobs.<\/p>

The Government has been clear that leaving the EU with a deal is its preferred option.<\/p>

The DWP and DHSC Joint Work and Health Unit is overseeing progress across 40 recommendations that were made in Thriving at Work: The Stevenson / Farmer review of mental health and employers<\/em> published in October 2017 these range from short term deliverables to longer term reform. Government is committed to working with the authors of the review and key stakeholders across the public, private and voluntary sectors to ensure that employers of all sizes act to implement the core and enhanced standards and help them, and their employees, realise the benefits of healthy, inclusive workplaces.<\/p>

One of the review\u2019s recommendations was about transparency as a significant opportunity to encourage cultural change around mental health. We have worked with partners, including employers, to develop a framework to support organisations to record and voluntarily report information on disability and mental health in the workplace. This framework was published on 22nd<\/sup> November 2018 and is aimed at large employers with 250 or more employees. The Department for Work and Pensions (DWP) has a duty to protect public funds and an obligation to ensure that, in accordance with social security legislation, any overpayment of benefit resulting from claimant error or fraud is recovered.<\/p>

I can confirm that there were 92,760 Universal Credit claimants who had a deduction from their Universal Credit as a recovery against a benefit overpayment within October 2018.<\/p>

Housing costs are defined in two ways:<\/p>

  1. Owner-occupier service charges and<\/li>
  2. Rent, including service charges<\/li><\/ol>

    The latest available data is for eligible claims to UC Full Service that are due a payment in September 2018. Of these claims, 5% have a deduction from their standard allowance to repay rent arrears.
