As required by Article 15(7) of the Tobacco Products Directive, HM Revenue & Customs (HMRC) has ensured tobacco manufacturers and importers have arrangements in place to provide economic operators with the equipment necessary to record and transmit track and trace transactions.<\/p>

These arrangements, which include the level of compensation offered, are contractual matters between tobacco manufacturers and importers, and the companies in their supply chains. The Tobacco Products (Traceability and Security Features) Regulations 2019 include sanctions for non-compliance with the track and trace scheme. This includes the power to seize non-compliant tobacco products and deactivate an Economic Operator\u2019s ID Code.<\/p>

<\/p>

From 20 May 2019, businesses will be unable to legally buy or sell tobacco products without a valid ID Code. These sanctions will help protect legitimate business from rogue operators selling illicit tobacco products.<\/p>

<\/p>

HMRC recognises that businesses will need time to become familiar with the new arrangements. During the 12-month sell through period, HMRC will support businesses to understand their obligations, and engage with other enforcement agencies, including Border Force and Trading Standards, to ensure effective and proportionate enforcement of the regulations.<\/p>

De La Rue (the UK\u2019s appointed ID issuer) published details of the registration process and general guidance on 25 March 2019. The registration process will open on 23 April for manufacturers and large retailers, and on 30 April for all other businesses. The pump prices for petrol and diesel are affected by a number of factors including the oil price and exchange rate. It is important for motorists to be confident that they are being treated fairly, and that when wholesale costs of fuel come down, these reductions are passed on transparently, and without unnecessary delay.<\/p>

The Government believes this is achieved through effective market competition. In 2013, the Office of Fair Trading found that competition in the road fuels sector was working relatively effectively, although a competition problem was identified in the market for road fuels on motorways, for which action was taken at Autumn Statement 2014.<\/p>

The Government will continue to make it clear to industry that it expects it to pass any savings that result from lower oil prices onto customers.<\/p>

The Government has also frozen fuel duty in every year from 2011 to lessen the impact of high fuel prices on households and business costs. People across Yorkshire and the Humber are benefiting from investment that this Government is making to support productivity. There are now 225,000 more people in employment in Yorkshire and the Humber than in 2010 and close to 69,000 more businesses.<\/p>

For example, at Spring Statement we announced the first allocation of the competitive element of the Transforming Cities Fund. This included over £6.4 million in funding for the Sheffield City Region and the West Yorkshire Combined Authority. In addition, the Government has allocated more than £1.3bn from the Local Growth Fund to support economic activity across Yorkshire and the Humber.
