Pilot training may be exempt from VAT when provided by an eligible body which meets certain conditions (for example, when provided by a government institution or certain regulated organisations), but otherwise will be subject to the standard rate. The Government currently has no plans to remove VAT on pilot flight training courses more broadly. VAT has been designed as a broad-based tax on consumption, and the twenty per cent standard rate applies to the vast majority of goods and services. While there are exceptions to the standard rate, these have always been strictly limited by both legal and fiscal considerations.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4407", "label" : {"_value" : "Biography information for Nigel Huddleston"} } , "answeringMemberConstituency" : {"_value" : "Mid Worcestershire"} , "answeringMemberPrinted" : {"_value" : "Nigel Huddleston"} , "dateOfAnswer" : {"_value" : "2024-01-23", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-01-23T11:43:25.7Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2024-01-17", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Aviation: VAT"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, if he will make an assessment of the potential merits of removing VAT on pilot flight training courses.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3960", "label" : {"_value" : "Biography information for Henry Smith"} } , "tablingMemberConstituency" : {"_value" : "Crawley"} , "tablingMemberPrinted" : [{"_value" : "Henry Smith"} ], "uin" : "10089"} , {"_about" : "http://data.parliament.uk/resources/1677476", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1677476/answer", "answerText" : {"_value" : "

Tax-free shopping continues to be available for all non-UK visitors who purchase items in store if they have them sent directly to their overseas address. This also applies to overseas shoppers who buy from British businesses online and have items delivered to their overseas address.

The independent Office of Budget Responsibility published their assessment of the withdrawal of the previous VAT-free shopping schemes in November 2020. At the time, this showed that the withdrawal of VAT-free shopping would raise a significant amount of revenue and have a limited effect on decisions to visit, or spend, in Great Britain.

The government is accepting representations from industry on VAT-free shopping and considering these, alongside broader data.

The Home Office commissioned Her Majesty's Treasury to assess the economic impacts of the mandatory 14 day self-isolation requirement. The Department for Transport fed into this analysis and ensured that the significant impact of the policy on the transport sector was reflected.

We appreciate that the quarantine measures will present difficulties for these sectors. The quarantine policy will be reviewed regularly and the first review will take place in the week beginning 28 June.
