The A400M Atlas aircraft is being procured as part of a six nation European collaborative programme, and the aircraft type has been certified by the European Aviation Safety Agency (EASA). The granting of the Type Certificate by EASA in March 2013 was the culmination of the analysis and assessment of detailed evidence from the multinational flight trials programme and a range of other sources. Separately, an independent Certification and Qualification Organization, established by the partner nations, reviews all of the certification evidence and provides additional military certification expertise.

Prior to entry into service with the RAF, the UK Release to Service Authority (which is headed by the Assistant Chief of the Air Staff) endorsed the Release to Service (RTS) for the UK Atlas aircraft. The aircraft RTS is granted based on a number of recommendations provided by a range of competent individuals and bodies, including the Military Aviation Authority, the A400M Type Airworthiness Authority and independent experts. These recommendations also include the Safety Case (endorsed by the Duty Holder) which evaluates the relevant safety risks to establish the parameters for the safe operation of the aircraft. The RTS is part of the overall Aircraft Document Set for the UK A400M Atlas which stipulates, amongst other things, the bounds within which the aircraft should be operated and how it should be maintained.

Following the tragic loss on 9 May 2015 of a pre-delivery A400M aircraft, and in accordance with its continuing airworthiness obligations as the aircraft Design Organization and Type Certificate holder, Airbus Defence and Space has undertaken extensive investigations to establish the cause of the accident. As a result of this work the cause is now understood, and mitigation actions have been put in place to prevent a recurrence. These measures have been endorsed by the relevant certification bodies and were also considered, along with other evidence, by the RAF Operational Duty Holder (AOC 2 Gp) when the decision to resume RAF A400M flying was taken on 15 June 2015.

On this basis the Ministry of Defence is satisfied that there are no safety issues, and that the risks associated with operating A400M are fully consistent with its certified safety requirements - for the basic airframe and engine these are consistent with a civilian airliner - and that the platform is not subject to intolerable or unmanaged safety issues.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1542", "label" : {"_value" : "Biography information for Philip Dunne"} } , "answeringMemberConstituency" : {"_value" : "Ludlow"} , "answeringMemberPrinted" : {"_value" : "Mr Philip Dunne"} , "dateOfAnswer" : {"_value" : "2015-07-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-07-06T15:45:10.83Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "11"} , "answeringDeptShortName" : {"_value" : "Defence"} , "answeringDeptSortName" : {"_value" : "Defence"} , "date" : {"_value" : "2015-06-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "A400M Aircraft"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Defence, what outstanding safety issues there are relating to the A400m Atlas aircraft; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1438", "label" : {"_value" : "Biography information for Lord Beamish"} } , "tablingMemberConstituency" : {"_value" : "North Durham"} , "tablingMemberPrinted" : [{"_value" : "Mr Kevan Jones"} ], "uin" : "4554"} , {"_about" : "http://data.parliament.uk/resources/386244", "AnsweringBody" : [{"_value" : "Ministry of Defence"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/386244/answer", "answerText" : {"_value" : "

The A400M development and production contract requires that Airbus undertake a comprehensive flight test programme to validate the safety of the A400M aircraft. The results of this test programme make a pivotal contribution to the safety certification of the A400M by the European Aviation Safety Agency (EASA) and the A400M partner nations' certification and qualification organisation. Although the Ministry of Defence (MOD) does not directly undertake A400M flight testing, MOD personnel and subject matter experts scrutinise and, with counterparts from other partner nations, confirm the validity of certification evidence, including the robustness of flight test evidence in supporting the A400M safety case.

In addition to the scope of the A400M development programme, there are a number of dedicated UK capabilities, such as UK parachutes and aerial delivery systems, which need to be cleared from a safety perspective on A400M. Consequently, the UK will commence its own testing of these dedicated capabilities, starting at the end of July 2015 and continuing until March 2018, to clear their release to service.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1542", "label" : {"_value" : "Biography information for Philip Dunne"} } , "answeringMemberConstituency" : {"_value" : "Ludlow"} , "answeringMemberPrinted" : {"_value" : "Mr Philip Dunne"} , "dateOfAnswer" : {"_value" : "2015-07-02", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2015-07-02T15:02:36.113Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "11"} , "answeringDeptShortName" : {"_value" : "Defence"} , "answeringDeptSortName" : {"_value" : "Defence"} , "date" : {"_value" : "2015-06-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "A400M Aircraft"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Defence, how many safety tests of the A400m Atlas aircraft have been undertaken by his Department to date; and how many further such tests are scheduled over the next year.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1438", "label" : {"_value" : "Biography information for Lord Beamish"} } , "tablingMemberConstituency" : {"_value" : "North Durham"} , "tablingMemberPrinted" : [{"_value" : "Mr Kevan Jones"} ], "uin" : "4583"} , {"_about" : "http://data.parliament.uk/resources/386356", "AnsweringBody" : [{"_value" : "Ministry of Defence"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/386356/answer", "answerText" : {"_value" : "

Twice a year, members of the UK Defence Medical Services attend the two-day Exercise Surgical Training courses in Denmark, in which live but fully anaesthetised pigs are shot with wounds, which are then treated in real-time exercises by surgical teams, then humanely put down .

This training is essential to ensure our medical personnel are ready to carry out potentially life-saving surgery on battle casualties with serious bullet and blast wounds. We use mannequin simulators for as much surgical training as possible, but none of those currently available are sophisticated enough to replicate control of real-time internal haemorrhage from traumatic combat injury.

During each two-day course, UK surgical teams will operate on two pigs (one on each day), making a total of four per year. In each year since 2010, the numbers shot are therefore as follows:

The Ministry of Defence (MOD) takes the security of firearms and ammunition very seriously and has robust procedures to deter and prevent loss and theft. Given the dynamic nature of military training, exercises, and operations it is impossible to mitigate against all risk. Nevertheless, all losses and thefts of firearms and ammunition are fully and rigorously investigated, in partnership, as necessary, with civilian police forces.

The numbers lost and stolen over the past two years are shown below. These represent a tiny fraction of around 360,000 firearms that the MOD owns and operates. In drafting the answer to these questions, it has become apparent that the answer to Question 2466 was incorrect, overstating the losses and thefts in the UK. The information has been corrected in this answer.
