This was based on analysis of the National Travel Survey. The Department continues to review its forecasts, including analysing the impact of flexible working. The Departments\u2019 guidance feeds into business cases for rail investments and franchise analysis. The guidance is called \u2018WebTAG\u2019 and is published on the Department\u2019s website<\/p><\/li><li><p>The \u2018Latest Evidence on Factors Impacting Road Traffic Growth\u2019 review published by the Department in May 2018 included reviews of tele-commuting and the impact of e-commerce and social media on travel. The findings from this research informed the development of the Draft \u2018Road Investment Strategy 2\u2019.<\/p><\/li><\/ol>"}

This is in line with the Highway Code rule 59 which states <em>\u201cyou should wear a cycle helmet which conforms to current regulations, is the correct size and securely fastened\u201d<\/em><\/p><p> <\/p><p>We encourage the use of helmets by all cyclists and in particular by children.<\/p><p>However, people and parents are free to choose whether to follow this advice and we have no plans to legislate to introduce a mandatory requirement for the wearing of cycle helmets.<\/p><p> <\/p><p> <\/p>"}
