Orders enabling devolution of the Adult Education Budget (AEB) to Mayoral Combined Authorities (MCAs), from 2019/20 academic year onwards are now in force and were subject to the fulfilment of certain conditions. By fulfilling the conditions, my right hon. Friend, the Secretary of State, received assurance that MCAs are likely to improve the exercise of the functions in their area.<\/p>
In devolving the budget, the statutory duty to fund provision for learners aged 19 to 23 undertaking a first full level 2 qualification and/or first full level 3 qualification English and maths courses, for eligible adults aged 19 and over up to GCSE level, were also transferred. This also includes the upcoming digital skills entitlement.<\/p>

The National Retraining Scheme is an ambitious and far reaching programme to drive adult retraining, driven by a key partnership between the Confederation of British Industry, the Trade Union Congress and the government.<\/p>
In the 2018 Autumn Budget, my right hon. Friend, the Chancellor of the Exchequer announced a £100 million initial commitment to continue to develop the service, while allowing us to start the roll out of initial elements of the National Retraining Scheme to a small intake this summer. This is being informed by the extensive amount of user research we have undertaken and our ongoing Career Learning pilots, Flexible Learning fund and the Construction Industry Training Board Construction Skills fund. We envisage this first release will include high quality information, advice and guidance to help those whose jobs are at risk of automation to find training that will give them the skills to move into a better, more stable jobs.<\/p>

From 2019/20 Mayoral Combined Authorities (MCAs) and the Greater London Authority (GLA) will be responsible for commissioning and funding Adult Education Budget (AEB) provision for learners resident in those areas, and the Education and Skills Funding Agency (ESFA) will be responsible for funding provision for learners resident in non-devolved areas.<\/p>
The exception to this are providers, which meet the following criteria, which will be funded nationally by the ESFA for a transitional period of two years (academic years 2019/20 and 2020/21) following devolution of the AEB:<\/p>
We considered an additional period of two years of national funding would be in the learners\u2019 best interests, in order to avoid destabilising provision to vulnerable learners and to allow time for MCAs to better understand the specialist nature of the provision they deliver. They are working closely with The Careers & Enterprise Company to co-fund a network of Enterprise Co-ordinators and volunteer Enterprise Advisers. The network helps secondary schools and colleges in England to improve their careers and enterprise provision and to make links with employers so that more young people benefit from encounters with the world of work. There are now over 2,000 Enterprise Advisers in the network.<\/p> <\/p> Our careers strategy says that by 2020, all secondary schools and colleges will have access to an Enterprise Adviser. This includes outreach work in schools, behind the scenes tours and activities for young people and their families. The campaign aims to showcase the variety, creativity and social value of modern engineering and the difference it can make to peoples\u2019 lives, appealing to the career aspirations of young people. It also aims to challenge negative or traditional perceptions of the profession and obstacles to considering it as a career choice by putting engineering role models in the spotlight, showing that background, gender and education do not need to be barriers to becoming an engineer.<\/p> <\/p> The government\u2019s careers strategy aims to improve science, technology, engineering and mathematics (STEM) careers advice in schools, making sure that STEM encounters with employers and apprenticeships, for example, are built into school career programmes.<\/p> <\/p> To make sure that young people are able to develop the skills needed for a career in engineering we are investing in programmes to increase the take-up of mathematics, by incentivising schools using the recently launched advanced mathematics premium, and providing support to schools to improve progression to physics A level through the Stimulating Physics Network. We are also supporting better teaching of mathematics, physics and computing in schools, including a new £84 million programme to improve computing teaching.<\/p>"}

We will also provide £5 million to pilot 20 career hubs linking together schools, colleges and other local organisations to achieve the Gatsby benchmarks of good careers provision.
