In 2017-18, income from the Immigration Skills Charge (ISC) contributed £75 million to the department\u2019s skills budget.<\/p>

While the income raised is not additional funding for skills, the ISC is helping to maintain the department\u2019s existing skills budget and existing level of investment in skills in England. As such, it is not possible to provide a breakdown of how the department\u2019s ISC allocation is spent.<\/p>

The ISC ensures that we can continue to invest in developing the skills that the country needs and also addresses skills gaps in the workforce. Similarly, it helps to maintain funding levels for each of the devolved administrations.<\/p>

Ofsted is a non-ministerial department, which reports directly to Parliament. It inspects services providing education and skills for learners of all ages and inspects and regulates services that care for children and young people. Its role is to make sure that organisations providing education, training and care services in England for children and students do so to a high standard. We participate in the Organisation for Economic Co-operation and Development\u2019s (OECD) Survey of Adult Skills to assess our performance in literacy, which was last conducted in England and 24 other countries in 2011-12. \u200bThe purpose of the proposed register is to enable local authorities to track the main daytime weekday educational settings for children in scope, and to take action if it appears that a suitable education is not being received in usual school hours. This purpose would not be served by bringing into coverage the register activities carried on in places or at times not relevant to determining suitability, or by including places which are simply hosting educational visits rather than providing tuition and it is not our intention to do so.<\/p>

Issues such as the definition of usual school hours, and what is a relevant setting for the purposes of providing local authorities with information about children on the proposed register of children not in school, will be considered based on responses received to the consultation, which closes on 24 June.
