The Online Harms White Paper set out government\u2019s plans to establish in law a new duty of care on companies towards their users, enforced by an independent regulator. Companies will be required to take robust action to address harmful content and will be held to account for tackling a comprehensive set of online harms. Non-consensual sharing of private and sexual images, often known as \u201crevenge pornography\u201d, is in scope of these proposals. The regulator will have sufficient powers to take effective action against companies that breach regulatory requirements, including the power to levy substantial fines.<\/p>

We are also making sure the criminal law is fit for purpose. The Law Commission is conducting a second phase of its review of abusive and offensive online communications. Responsibility for proposals to reform children\u2019s social care is for the Department for Education.<\/p>

The Department for Education is investing to deliver high quality children\u2019s social care and are bringing more local services out of inadequate ratings and delivering programmes to strengthen the social work workforce.<\/p>

Alongside this, the Government is providing councils with an additional £1 billion for adults and children\u2019s social care in every year of this Parliament. This is on top of investing £84 million over five years to keep more children at home safely. The Government is committed to undertaking a review of the care system for children and young adults. This review will allow the Department for Education to go even further, and to ensure that all care placements and settings provide children and young people with the support they need.<\/p>
