The review at age 2 \u2013 2½ is a crucial stage when problems such as speech and language delay or behavioural issues become visible and can be addressed by the health visitor before the child starts school.<\/p><p> <\/p><p>Clinical commissioning groups and local authorities have a legal duty to make joint arrangements for assessing the needs of children likely to have special educational needs.<\/p><p> <\/p><p>Since May 2016, Ofsted and the Care Quality Commission have been inspecting local areas on their effectiveness in fulfilling these new duties.<\/p>"}
