Funding for the development of the Major Conditions Strategy will come out of Department\u2019s existing funding allocation. This funding is not separately identified.<\/p>

The Prescription Exemption Checking Service (PECS) is delivered by NHS Business Services Authority (NHSBSA); the role of the scheme administrator is to run and operate the service as commissioned by NHS England. Included within PECS is an enforcement service. NHSBSA investigate a random sample of prescription forms from patients who have claimed exemption from payment to verify the accuracy of the exemption declared. For 2022/23, the administration cost of the PECS at the NHSBSA was £8,918,498. For the same period, the charges recovered by the service totalled £10,354,816.<\/p>

The total cost of prescription services includes funding through different routes, some services are shared with other NHSBSA functions, and some costs are incurred by other organisations. The Government has approved an investment of £68 million in the digital transformation of screening (DToS) programme. The main focus of DToS, which is being led by NHS England, will be to develop digital products to support the invitation of and communication with the public.<\/p>

The first two national screening programmes to receive these products will be the National Health Service breast screening programme and the diabetic eye screening programme. Subsequently the product will be adapted for use by other existing and new national screening programmes.<\/p>

The Government has no plans to abolish prescription charges in England.<\/p>

Approximately 89% of National Health Service prescription items are dispensed free of charge due to the comprehensive prescription exemption arrangements we already have in place, including exemptions for those on qualifying benefits.<\/p>

Prescription pre-payment certificates (PPCs) are available to reduce costs for those who need regular or many prescriptions. The cost of a 12-month PPC remains at £111.60 which can be paid in instalments, to allow people receive their required medicines for just over £2 a week. A three-month PPC and a PPC for hormone replacement therapy medicines are also available.
