The Government has committed to helping communities establishing Business Improvement Districts given the positive impact they have on their local areas.

We have provided funding totalling £658,555. The latest round for new areas seeking support closed in February 2017, and applications are being processed.

Although there are many organisations offering advice to communities on establishing a Business Improvement District, we have published supporting guidance and best practice which can be found at the following link:

The campaign has had a real impact in helping drive footfall and bringing local communities together, delivering a key strand of the Government’s town centre policy to create vibrant and sustainable high streets and markets. It recognises that markets make a vital contribution to local communities and economies.

The Government part-funded the National Association of British Market Authorities to run the campaign between 2012 and 2016, ensuring that there was a focus on encouraging young people of all ages to participate, including places holding specific youth markets. This year’s campaign, which will take place between 17 and 31 May, will again focus on how to attract young people to markets – not only as traders but also as shoppers.

The National Market Traders’ Federation works closely with the National Association of British Market Authorities on “Love Your Local Market”. Government welcomes the National Market Traders’ Federation own, successful National Youth Market initiative, which is run in partnership with Manchester Markets. This is aimed at 16-30 year olds who have a great business idea to test out.

Government has actively supported and invested in the creation of a network of Growth Hubs to provide businesses with tailored advice and support at the local level. Growth Hubs are locally-driven and led by Local Enterprise Partnerships (LEPs).

LEPs, through their Growth Hubs, are best placed to determine appropriate arrangements for delivering business support locally, such as advice on or support to help with businesses relocation or expansion of premises.

In Peterlee and Seaham this support is delivered by the North East Growth Hub. Further details on the advice and funding they are able to provide can be accessed via: https://www.northeastgrowthhub.co.uk.

The North East LEP also manages an Investment Fund which is aimed at encouraging local economic growth and creating jobs. The Government understands the value which communities place upon their pubs and that is why we have taken steps to support pubs directly in last week’s Budget and through other measures we have introduced which support the community ownership of pubs.

In recognition of the valuable role that pubs play in our community, the Government announced a new relief scheme for pubs that have a rateable value of below £100,000. Under the scheme, eligible pubs will receive a £1000 discount on rate bills. We have also introduced a £300 million fund for councils to give discretionary relief to target individual hardship cases in their area.

In 2013 we introduced the community right to bid scheme which ensures that no pub listed as an asset of community value can be sold without the community being informed, and be given a period of up to 6 months to buy the pub. Furthermore, in April 2015 we strengthened the position of pubs listed or nominated as assets of community value by requiring planning permission prior to any change of use or demolition. There are now 2,000 pubs across England listed as assets of community value.

We are also working in collaboration with Power to Change and the Plunkett Foundation through the ‘More than a Pub Community Pub Business Support Programme’ to provide a comprehensive package of support totalling £3.62 million to help establish 80 community owned pubs across England. The Government also continues to support the ‘Pub is The Hub’ initiative which helps pubs to diversify their offer to communities ensuring their long term sustainability as viable community hubs.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3939", "label" : {"_value" : "Biography information for Andrew Percy"} } , "answeringMemberConstituency" : {"_value" : "Brigg and Goole"} , "answeringMemberPrinted" : {"_value" : "Andrew Percy"} , "dateOfAnswer" : {"_value" : "2017-03-14", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-03-14T17:47:56.987Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Communities and Local Government"} , "date" : {"_value" : "2017-03-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Public Houses: Closures"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Communities and Local Government, what steps his Department plans to take to safeguard pubs from developers who seek to close profit-making pubs against the wishes of their owners, occupiers or tenants of the local community; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4368", "label" : {"_value" : "Biography information for Neil Coyle"} } , "tablingMemberConstituency" : {"_value" : "Bermondsey and Old Southwark"} , "tablingMemberPrinted" : [{"_value" : "Neil Coyle"} ], "uin" : "66655"} , {"_about" : "http://data.parliament.uk/resources/707224", "AnsweringBody" : [{"_value" : "Department for Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/707224/answer", "answerText" : {"_value" : "
