The Department\u2019s White Paper, \u2018Educational Excellence Everywhere\u2019, sets out the Government\u2019s aim that every school should have the opportunity to become an academy. In this context, it sets out our intention to seek views on a number of changes to the admissions system to make it simpler and clearer for parents to navigate.<\/p>

As part of these proposed changes, we intend to streamline the functions of the Office of the Schools Adjudicator so that objections to admission arrangements are resolved faster. This will include limiting who can object so only local parents and councils may refer objections, so that the adjudicator function can remain focused on resolving the concerns of those who may be directly affected by a school\u2019s admission arrangements.<\/p>

The number of guided learning hours for AS and A levels have not changed as a result of our reforms. The Department for Education is working with the Home Office on a series of measures to reduce the incidence of serious youth violence.<\/p>

In January 2016, the Home Office published its Ending Gang Violence and Exploitation approach. Among its priorities, this publication describes action to protect locations where vulnerable young people can be targeted, including pupil referral units and residential children\u2019s care homes. New regulations and guidance, introduced in 2015, make it clear that homes can prevent a child leaving the home where there is an immediate risk to their safety \u2013 which would include where a gang was seeking to lure a child away for involvement in gang activities. The Department for Education has also undertaken a stock-take of frontline practice in relation to missing children, which will inform and help to shape ongoing work to strengthen and improve practice with the Association of Directors of Children\u2019s Services.<\/p>

The Ending Gang Violence and Exploitation publication also states that the Department for Education continues to focus on action to improve school attendance. Regular attendance plays a vital role in keeping young people away from gang involvement and other crime and antisocial behaviour. The Department has, from September 2015, reduced the threshold for \u2018persistent absence\u2019 from 15% to 10%, emphasising the message that attending school should be a priority for every pupil.<\/p>

In March 2016, the Home Office published its Modern Crime Prevention Strategy, outlining measures to strengthen the Government\u2019s response to knife crime. This publication notes that the Home Office is working with the Department for Education to deliver prevention messages in schools; teaching school pupils to recognise and challenge unhealthy and exploitative relationships, to prevent them from being abused or from engaging in abuse themselves. We are working with the Personal, Social, Health and Economic Education Association to train teaching staff in areas that seek help, to help them to teach young people to recognise and avoid exploitation and abuse.<\/p>

Every young person should learn about the Holocaust and the lessons it teaches us today. In recognition of its significance, the Holocaust is the only historic event which is compulsory within the national curriculum.<\/p>

Since 2008, the Department for Education has funded UCL Institute of Education\u2019s Centre for Holocaust Education which has seen more than 7,000 teachers benefit from their programme since 2011.<\/p>

Evidence, including a seminal McKinsey study from 2007 (How the world\u2019s best-performing schools come out on top<\/em>), shows that teacher quality and impact cannot be predicted by a single factor such as A-Level grades, but result from a complex combination of factors including academic achievement combined with characteristics and attributes such as communication skills, willingness to learn and motivation to teach.<\/p>

The Teachers\u2019 Standards, developed by a group of leading teachers and heads, clearly define the core elements of effective teaching \u2013 including strong subject knowledge and the promotion of scholarship, as well as skills such as classroom management. All new teachers must demonstrate that they are meeting the standards at the end of their initial training.<\/p>

It is important that providers of initial teacher training are able to select and recruit candidates on the basis of their potential and their academic achievement to date; this is why we are giving schools much greater say in recruiting and training candidates who can be successful in the classroom.
