Government works closely with the devolved administrations on supporting the rollout of electric vehicle (EV) charging infrastructure across the whole of the UK. UK government officials are currently working with Northern Irish counterparts on a bid into the On-street Residential Charging Scheme. Officials from this Department have regular discussions with their colleagues from the Department for Education on how best to enable more walking, wheeling and cycling to school. The Government has a statutory objective, recently confirmed in the second statutory Cycling and Walking Investment Strategy published on 6 July, to increase to 55% by 2025 the percentage of children aged 5-10 who usually walk to school.<\/p>

<\/p>

The Government has pledged to invest £2 billion in active travel over the current Parliament, and this is allowing many local authorities to invest in better and safer infrastructure, such as school streets, to enable more walking and cycling to school. The Department is also providing £2 million of funding this financial year for a Walk To School programme delivered by the charity Living Streets. The programme includes incentives such as badges to encourage more children to walk to school.<\/p>

The Government is providing a record £20 million this financial year to support cycle training for children through the Bikeability programme. This should give many more children the confidence to cycle safely to school as well as for other journeys.<\/p>

Government welcomes innovative retrofit technology for converting internal combustion engine vehicles to zero emission. This will be an important element in reducing road transport emissions, helping to bridge the gap in the journey to net zero. As motor vehicles having fewer than 4 wheels and weighing less than 410 kg unladen, e-scooters are classed as motorcycles as defined in Section 185 of the Road Traffic Act 1988 and, because of their low speed, within the subclass of moped. This means that e-scooters have to abide by the same road traffic legislation as mopeds and motorcycles.<\/p>

The Electric Scooter Trials and Traffic Signs (Coronavirus) Regulations and General Directions 2020 (SI 2020/663) \u200bwere introduced to allow the \u200be-scooter trials to take place. The regulations remove or relax requirements for \u200brental e-scooters being used in a \u200bpermitted trial area, in a way which is proportionate to the vehicle type, to enable trials to take place on public roads.<\/p>

The Government\u2019s National Bus Strategy for England asked Local Transport Authorities to consider the impact of roadside infrastructure on passenger safety, security and accessibility in their Bus Service Improvement Plans.<\/p>

The majority of detailed technical requirements for vehicle construction are regulated at an international level through the United Nations Economic Commission for Europe (UNECE). The Department for Transport is an active member and vehicle manufacturers also participate.<\/p>

The expert group with responsibility for crash safety has already agreed changes to the UNECE regulations on frontal impact protection to include the use of crash test dummies representative of a small female occupant. In due course, this should encourage the use of smart restraint systems capable of delivering more consistent injury outcomes, irrespective of gender. The same expert group continues to collate data to establish what more might be needed at a regulatory level.<\/p>

Government has committed £2.5 billion since 2020 to support the transition to zero emission vehicles, with funding to offset their higher upfront cost, and to accelerate the rollout of chargepoint infrastructure. Of the £2.5 billion of Government funding committed to the EV transition since 2020, over £1.6 billion will be used to support charging infrastructure.<\/p>

On 15 December 2021, Government laid regulations for England which require minimum charging infrastructure in new and majorly renovated non-residential buildings with car parks which have more than ten spaces, such as shops and workplaces. These measures will see charging infrastructure being installed in up to 2,600 car parks in England every year.<\/p>

In addition, the Future of Transport Regulatory Review, which closed on 22nd November, sought views on the government seeking powers to require a minimum level of EV charging infrastructure in existing non-residential car parks and new standalone plot car parks. Holders of driving licences issued in Kosovo who become resident in or are visiting Great Britain can drive cars and motorcycles for up to one year from the date they arrive. To continue driving after this period Kosovan drivers must apply for a provisional driving licence and pass both a theory and practical driving test.<\/p>

The UK does exchange driving licences with certain countries but Kosovo is not currently a designated country. The Driver and Vehicle Licensing Agency (DVLA) has received a request from the Embassy of Kosovo to consider a possible reciprocal driving licence exchange agreement and will provide the necessary information to progress this.<\/p>

Driver licensing is devolved in Northern Ireland.
