The Foreign and Commonwealth Office and the Department for Environment, Food and Rural Affairs have been closely involved in the negotiation of a new Implementing Agreement under the United Nations Convention on the Law of the Sea (UNCLOS) on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction - the BBNJ Agreement - as an important step forward in addressing the challenges that the ocean faces. The UK is pressing for an ambitious Agreement. It will be a key mechanism in enabling the designation of at least 30 per cent of the global ocean as Marine Protected Areas by 2030.<\/p>

Unfortunately, due to the impacts of COVID-19, the fourth session of the Inter-Governmental Conference, scheduled for 23 March to 3 April in New York, was postponed. The UK is supportive of re-scheduling the fourth session for the earliest possible opportunity that will enable all delegations to be present for the negotiations in New York. The precise make-up of the UK delegation will need to take into account any social distancing measures that may be in place for the re-scheduled session, but it will be a strong delegation. We have taken every opportunity to encourage all sides to respect the rule of law, follow due process under the constitution, and to respect the rulings of Malawi's courts. We have also urged de-escalation of inflammatory rhetoric and peaceful campaigning from all sides. The Foreign and Commonwealth Office has not held recent discussions with the UN Office on Genocide Prevention and the Responsibility to Protect on alleged violence against ethnic groups in The Gambia. However, we fully endorse the statement of the UN Special Advisor on the Prevention of Genocide, released on 10 June, in which he condemned inflammatory rhetoric by President Jammeh, and called for the rights of all populations of The Gambia to be respected. We regularly press the government of The Gambia at senior levels to protect the human rights of all its people.<\/p>

Our Ambassador to The Gambia recently has discussed the situation in the country with the UN Secretary General\u2019s Special Representative for West Africa and with UN representatives in Banjul. Following the publication of the UN Commission of Inquiry on Human Rights in Eritrea, we remain concerned about human rights issues in the country. The Foreign and Commonwealth Office\u2019s latest Human Rights Report includes Eritrea in its list of 30 priority countries for the UK government and sets out the changes needed. We continue to press the government of Eritrea, including at ministerial level, to take concrete steps to improve its respect for human rights.<\/p>

We welcome the recent increased engagement between Eritrea and the UN Office of High Commissioner for Human Rights, and Eritrea\u2019s agreement to work with the United Nations Development Programme to implement the recommendations of the Universal Periodic Review on human rights. We urge further such cooperation to help bring about human rights reform in Eritrea.<\/p>

We welcome the work of the 1 for 7 Billion campaign. Last week\u2019s informal hearings by the UN General Assembly with currently declared UN Secretary-General candidates were a key part of our campaign to reform the selection process. The Foreign and Commonwealth Office\u2019s crisis response mechanisms aim to ensure British nationals affected by a crisis overseas receive rapid and professional assistance. During crises, we communicate with affected British nationals through Travel advice and via consular officials in country and in London. Alongside the support offered to all British nationals overseas during a crisis, victims of terrorism may be offered additional assistance according to the circumstances of each situation through our Exceptional Assistance Measures policy. On 2 December, Puntland President Gaas and Galmudug President Guled signed a peace agreement, which resulted in a cessation of hostilities and establishment of a joint committee to facilitate reconciliation. We welcome the mediation efforts of Prime Minister Sharmarke and other Somali leaders. The international community also played an active role in pressing for an agreement: the UN issued a joint statement and ensured leaders were able to travel for the negotiations, and the UK was in contact with Somali leaders directly. The British Government\u2019s position is clear: Lesbian, Gay, Bisexual and Transsexual persons should not be discriminated against in any way. The British High Commission in Lilongwe discussed the arrest of the two men involved in this case with the Government of Malawi soon after receiving media reports and we made clear our concerns about the case. We welcome the 19 December statement by the Minister of Justice and Constitutional Affairs that affirms the moratorium on the arrest and prosecution of consensual homosexual acts. We understand criminal charges against the men involved in this case have now been dropped.
