The Payment Services Regulations 2017 (which implement the second Payment Services Directive, PSDII) were laid in Parliament 19 July 2017 and will apply from 13 January 2018. Under these regulations, as is currently the case under the first Payment Services Directive, providers of international money transfer services are required to show any fees incurred (such as commission or flat fee) and the exchange rate the provider is offering the customer.

As PSDII is a maximum harmonising Directive, the Government is not able to go beyond these explicit requirements (e.g. requiring the spot rate to be identified at the moment of the transaction).
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1091", "label" : {"_value" : "Biography information for Lord Bates"} } , "answeringMemberPrinted" : {"_value" : "Lord Bates"} , "dateOfAnswer" : {"_value" : "2017-07-24", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-07-24T10:48:12.12Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "CaTreasury"} , "date" : {"_value" : "2017-07-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Transport: Isles of Scilly"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what plans they have to ensure that (1) the precise spot rate, and (2) the commission charged, are identified for all consumer foreign currency transactions at the moment of the transaction.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2533", "label" : {"_value" : "Biography information for Lord Birt"} } , "tablingMemberPrinted" : [{"_value" : "Lord Birt"} ], "uin" : "HL595"} , {"_about" : "http://data.parliament.uk/resources/749936", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/749936/answer", "answerText" : {"_value" : "

Between 2011 and 2016, UK Aid provided 12 million people with improved access to clean energy and installed more than 400 MW of clean energy capacity.

The percentages cited in the CAFOD report draw on several sources and appear to include a wide range of funding, including funding which is not classified as Official Development Assistance.

The UK government has committed £5.8bn over the April 2016 and March 2021 period for tackling climate change overseas. This commitment will continue to drive support for developing countries to move to low-carbon economies including renewable energy, as well as building their resilience and helping them to manage their natural resources more effectively.

The UK Government is concerned at the humanitarian situation in Gaza. Urgent improvements in infrastructure, employment, energy and water are essential to improve living conditions. The UK is closely monitoring the situation, including participating in a joint mission with the UN to Gaza on the 10th July. We urge the parties to find a sustainable solution to the current energy crisis that alleviates the suffering of the Gazan people. In Gaza, UK support includes funding for basic service delivery through the UN Relief and Works Agency for Palestine Refugees, support for humanitarian access and Gaza’s reconstruction, and economic development programming to help create jobs.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1091", "label" : {"_value" : "Biography information for Lord Bates"} } , "answeringMemberPrinted" : {"_value" : "Lord Bates"} , "dateOfAnswer" : {"_value" : "2017-07-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-07-18T16:14:16.667Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2017-07-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Israel: Palestinians"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what assessment they have made of living conditions in the Gaza strip; and whether they are planning to send a team to investigate and report back.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/200", "label" : {"_value" : "Biography information for Baroness Tonge"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Tonge"} ], "uin" : "HL659"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 3, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
