The Government is clear that freedom of the press is an absolute priority. That is why the Department for Digital, Culture, Media and Sport set up the National Committee for the Safety of Journalists last year which brings together representatives from government, journalism, policing, prosecution services and civil society. The Government is clear that the police uplift is a once in a generation opportunity to increase the diversity of police officers in England and Wales. This includes increasing the proportion of female police officers and Black Asian and Minority Ethnic officers.<\/p>

The Home Secretary has been clear that the Uplift is a once in a generation opportunity to increase police diversity and chaired a detailed discussion with senior policing partners the National Policing Board on 3 March. Both the Home Secretary, and most recently the Minister for Policing and Crime have written to Police and Crime Commissioners and Chief Constables urging all forces take the opportunity presented by the Uplift to increase police diversity.<\/p>

The Government recognises that police officers and staff are playing a vital role helping to control the spread of coronavirus while continuing to keep criminals off our streets.<\/p>

We continue to work extremely closely with police to ensure they receive the equipment they need, including Personal Protective Equipment, when they need it, in order to carry out their jobs safely.<\/p>

Maintaining the health and wellbeing of police officers and staff during the pandemic is of critical importance. The College of Policing has developed guidance for them on a range of issues as part of the National Police Wellbeing Service: https://beta.college.police.uk/guidance/covid-19/looking-after-yourself<\/a><\/p>

On vaccines, the current priority list, produced by the independent Joint Committee on Vaccination and Immunisation (JCVI), targets those assessed to be at the greatest risk of dying from coronavirus. In line with this advice those being vaccinated first are people in care homes, the elderly, those with underlying health conditions and frontline health workers. Those over 50, and all adults in an exposure risk group, will then also be eligible for vaccination in the early phase of the programme. This already includes members of the police.<\/p>

Under phase 2 of the Vaccine Delivery Plan the JCVI may include key public services and occupations with a high risk exposure to the virus like police officers who have frequent close contact with members of the public.<\/p>

As part of the drive to recruit an additional 20,000 officers by March 2023, the Home Office now publishes \u201cPolice officer uplift<\/a>\u201d statistics on a quarterly basis, which include the number of joining officers in each quarter, broken down by joining month, as well as the number of officers that count towards the uplift.<\/p>

A & B) The Home Office collects and publishes information annually on the outcome of misconduct proceedings and criminal investigations involving police officers, including the number of officers that have been dismissed following proceedings. However, information on the reason for dismissal is not collected centrally by the Home Office.<\/p>

The College of Policing publish data annually relating to those who have been dismissed from policing and placed on the Police Barred List. The most recent data shows that, in the period ending 31 March 2019, 15 officers and 7 members of police staff were dismissed under the category \u2018equality and diversity\u2019. Suspension of police officers or police staff is a matter for local forces. The Home Office does not collect or store this data.<\/p>

Racism, in any form, is abhorrent and has no place in policing. The power of the police to fulfil their duties is wholly dependent on their ability to secure and maintain public confidence and respect.<\/p>

We have put in place measures to ensure that policing is subject to appropriate levels of transparency and accountability \u2013 with regular inspections by Her Majesty\u2019s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) of the way forces engage with communities, publication of data on the use of police powers, including stop and search, and strengthening the police complaints and discipline systems.<\/p>

<\/p>

The Independent Office for Police Conduct (IOPC) publishes a range of information and statistics on police complaints and in 2019 submitted evidence to the Home Affairs Select Committee, as part of the committee\u2019s inquiry into \u201cMacpherson 20 years on\u201d, setting out findings from a series of Public Confidence Surveys carried out since 2004.<\/p>
