The department is committed to improving the cost, choice, and availability of childcare. We continue to look at ways to make childcare more affordable and to encourage families to use government-funded support they are entitled to.<\/p>

In July 2022, the department announced measures to increase take-up of childcare support and reduce the costs and bureaucracy facing providers. This included consulting on changing staff to child ratios for two-year-olds in group-based settings and clarifying flexibilities for childminders, to give providers more autonomy. The department has announced additional funding of £160 million in the 2022/23 financial year, £180 million in 2023/24 financial year and £170 million in 2024/25 financial year, compared to the 2021/22 financial year, for local authorities to increase hourly rates paid to childcare providers.<\/p>

The department has also announced a £1.2 million marketing campaign underway via the Childcare Choices website to ensure that every parent knows about the government funded support they are eligible for.<\/p>

The Government is taking forward a comprehensive programme of reform to end unfair practices in the leasehold market.<\/p>

We are working with the Law Commission to make buying a freehold or extending a lease easier, quicker and cheaper, and to reinvigorate the Right to Manage to help empower leaseholders to take on management responsibilities for their properties if they wish to do so. The Law Commission published its first report to Government, on the valuation aspects of enfranchisement, on 9 January 2020 followed on 21 July by its reports on the remaining aspects of enfranchisement and the Right to Manage.

These reports put forward a range of options and recommendations to help existing leaseholders.\u202fThe Government will carefully consider the\u202fproposals in the reports and set out next steps in due course.<\/p>

The Government also asked the Competition and Markets Authority (CMA) to conduct an investigation into potential mis-selling of homes and unfair terms in the leasehold sector. On 4 September the CMA announced that it was opening enforcement action focussing on certain practices of four housing developers. The Government has welcomed the CMA action, and wants to see homeowners who have been adversely affected swiftly obtain the justice and redress they deserve.<\/p>

The CMA has now written to the companies concerned outlining its concerns and requiring information.\u202fThe Government is keeping a close eye on this issue and will consider any next steps once the CMA have progressed their enforcement action. The members of the National Water Safety Forum all play a part in supporting the effort to halve accidental drownings in water by 2026. According to the latest data available, since the publication of the National Drowning Prevention Strategy in 2016, the annual total of accidental drownings has fallen from an average of 400 in the years preceding 2016 to 228 deaths in 2019, a decrease of 43%. The average number of accidental drownings in the years 2016 to 2019 was 259.<\/p>
