Families eligible for Tax-Free Childcare (TFC) are defined as those who meet the eligibility criteria and use qualifying childcare. HMRC does not hold this information for all families who could be eligible for TFC.<\/p>

An estimate of the number of families eligible for TFC is derived from the Family Resources Survey. This is 1.3 million families across the UK over the past 5 years.<\/p>

Since this is based on survey data, regional estimates are much less reliable and are not routinely produced but the table below was included in the Tax-Free Childcare Post Implementation Review and relates to March 2020 (see figure 4 on page 15):<\/p>

The Financial Conduct Authority (FCA) sets the conduct standards which insurance firms are required to meet so that consumers are treated fairly. The Government is committed to ensure that the insurance industry functions well for everyone and welcomed the launch of the FCA\u2019s General Insurance Pricing Practices Market Study. The Financial Conduct Authority (FCA) can prosecute offences under these provisions of the Proceeds of Crime Act 2002 (POCA) where doing so is in accordance with its statutory functions and it is not expressly prohibited from doing so as a result of statutory restrictions or other conditions. The Government is committed to supporting savers across the UK at all stages of life and has introduced a range of measures in recent years to help people build their savings in the way that is right for them.<\/p>

This year we are introducing a new Help to Save scheme to support working families on low incomes to build up a rainy-day fund, by offering a 50% bonus on up to £50 of monthly savings. We have also increased the ISA allowance by a record amount to £20,000 and introduced a Personal Savings Allowance of up to £1,000 for basic rate taxpayers and £500 for higher rate taxpayers. Thanks to these measures over 95% of people pay no tax on their savings income.<\/p>

The Government published the Fintech Sector Strategy on 22 March, which sets out the action we have taken to make the UK the best place to start and grow a fintech business, including setting out the current regulatory approach, and what else we plan to do to maintain this position. The Government\u2019s shareholding in the Royal Bank of Scotland (RBS) is managed at arm's length and on a commercial basis through UK Government Investments Ltd (UKGI), a company which is wholly owned by the government, with the objective of creating and protecting value for the taxpayer.<\/p>

<\/p>

On 5 June 2018, the Government concluded a second sale of its shareholding in RBS, restarting the phased return of the bank to full private ownership. The Government sold approximately 7.7% of the bank (925m shares) through an overnight accelerated bookbuild (ABB) process, raising just over £2.5bn for the taxpayer (at a price of 271p per share). This reduced the government shareholding to 62.4% (from 70.1% pre-sale).<\/p>

The Government should not be in the business of owning banks. The original intervention in RBS was undertaken to protect the financial stability of the UK economy, not to make a profit. With that objective achieved, the Government is delivering on its intention to return the shareholding to private ownership when market conditions allow and it represents value for money to do so. The Treasury has not made an assessment. The decision to close a branch is a commercial issue for the management team of the bank. However, Government believes it is important the impact on communities must be understood, considered and mitigated where possible.<\/p>

<\/p>

The Government supports the industry\u2019s Access to Banking Standard which commits banks to ensure personal and business customers are better informed about branch closures and the reasons for them closing. It also helps customers to understand the options they have locally to continue to access banking services, including specialist assistance for customers who need more help. The Access to Banking Standard is monitored and enforced by the independent Lending Standards Board.<\/p>

<\/p>

Government also considers it important that all customers, wherever they live and especially those who are vulnerable, can still access over the counter services. That is why we support the Post Office\u2019s Banking Framework Agreement, which enables 99% of banks\u2019 personal and 95% of banks\u2019 business customers to withdraw cash, deposit cash and cheques, and make balance enquiries at a Post Office counter via its network of 11,600 branches.<\/p>

<\/p>

The Government is committed to ensuring that communities across the UK are fully aware of the important services that remain available to them at their local Post Office, even if their bank branch is closed. In March, in response to my request, the Post Office and UK Finance have committed to work together to raise public awareness of the banking services available at the Post Office for individuals and small and medium-sized enterprises.<\/p>

The government transferred the regulation of consumer credit, including rent-to-own and doorstep lending, to the Financial Conduct Authority (FCA) in 2014. The Government has given the FCA strong powers to protect consumers, and the FCA proactively monitors the market, focussing on the areas most likely to cause consumer harm.<\/p>

The FCA is reviewing the high-cost credit market, and has identified specific concerns in rent-to-own and doorstep lending. The FCA will publish an update on its work later this month.<\/p>
