The Government has provided £132 million to Greater Manchester through the Clean Air Fund to support individuals and businesses to upgrade vehicles, together with £36 million for the implementation of measures to improve local air quality including the Clean Air Zone.

The HGV support scheme supported by this funding has recently opened for applications. Schemes for those vehicles that will initially be exempted from the CAZ are due to launch later in the year. Therefore, most of the funding already provided to the relevant local authorities is yet to be allocated.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4380", "label" : {"_value" : "Biography information for Jo Churchill"} } , "answeringMemberConstituency" : {"_value" : "Bury St Edmunds"} , "answeringMemberPrinted" : {"_value" : "Jo Churchill"} , "dateOfAnswer" : {"_value" : "2022-01-13", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-01-13T18:03:29.113Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2022-01-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Clean Air Zones: Greater Manchester"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment he has made of the potential merits of providing additional financial support to help businesses, organisations and individuals in Greater Manchester to move to cleaner, compliant vehicles under the plans for the introduction of a Greater Manchester Clean Air Zone.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4082", "label" : {"_value" : "Biography information for Lisa Nandy"} } , "tablingMemberConstituency" : {"_value" : "Wigan"} , "tablingMemberPrinted" : [{"_value" : "Lisa Nandy"} ], "uin" : "100530"} , {"_about" : "http://data.parliament.uk/resources/1401271", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1401271/answer", "answerText" : {"_value" : "
The Government is delivering a series of ambitious reforms, as outlined in the Action Plan for Animal Welfare (https://www.gov.uk/government/publications/action-plan-for-animal-welfare). One of the ways we wish to improve the welfare of farm animals is strengthening protections against animal confinement. We are actively exploring options to phase out the use of cages in farming, including the use of enriched cages for laying hens, farrowing crates for pigs and cages for breeding pheasants and partridges. Ending the use of cages would have a significant impact on some sectors of the farming industry and so we would need to undergo a public consultation.
For pets, the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations, introduced in 2018, require businesses that carry out activities involving animals to obtain a valid licence from their local authority. Licences must meet strict statutory minimum welfare standards which are enforced by local authorities who have powers to issue, refuse or revoke licences. The 2018 Regulations are supported by statutory guidance which provides specific information about the conditions for each activity. This includes guidance on the size of cages that should be sold in the course of selling animals as pets:
https://www.gov.uk/government/publications/animal-activities-licensing-guidance-for-local-authorities

Current requirements on how farmed livestock should be kept, including detailed provisions on accommodation, are set down in The Welfare of Farmed Animals (England) Regulations 2007 with further guidance provided in Defra’s species-specific farm animal welfare codes.

For gamebirds, the Statutory Code of Practice for the Welfare of Gamebirds Reared for Sporting Purposes provides keepers with guidance on how to meet the welfare needs of their gamebirds as required by the Animal Welfare Act 2006. It recommends that barren cages for breeding pheasants and small barren cages for breeding partridges should not be used and that any system should be appropriately enriched.
"}
